Filner seeks "change agent" in new chief operating officer, recruiting brochure says

No salary set for key management position; document says San Diego mayor is "similar to the Governor or the President"

San Diego's Democratic mayor Bob Filner has been busy lately handling everything from seal kicking to a lawsuit filed by the city's GOP hotel moguls in an attempt to get him to sign a funding contract negotiated by Republican ex-mayor Jerry Sanders, long a political cash favorite of the hotel lobby.

Meanwhile, a headhunter apparently retained by the city is out looking for a new chief operating officer to replace soon to depart incumbent Jay Goldstone, a Sanders appointee who has continued work on an interim basis.

According to a brochure posted on the website of Roseville, California's Bob Murray & Associates, an executive search firm:

The City of San Diego seeks a Chief Operating Officer capable of serving as a change agent and able to skillfully and sensitively move the City’s personnel toward any necessary organizational changes.

The successful candidate will have the "ability to communicate effectively to different audiences, including elected officials, various levels of City management and members of the public," says the brochure.

It goes on to explain that "The Mayor is the City’s Chief Executive Officer, similar to the Governor or the President, and the Council is the legislative body."

Pay is negotiable, and benefits are noted:

The salary for this position is open, depending upon the qualifications and experience of the selected candidate.

The successful candidate will be eligible for participation in the City’s Flexible Benefits Plan that offers several optional benefit plans or a taxable cash option; $50,000 in City-paid life insurance; paid annual leave accruing at 22 days per year for the 1st through the 15th year of service.

The position is open until filled; however, the City seeks to fill this position as soon as possible.
