Escondido police arrested a registered sex offender

Mom reported strange behavior, a week later

A mother visiting the Escondido library the morning of June 22 told police that a strange man followed her around the aisles.

The woman said she was at the library that Saturday with her two children, aged four and six, when the man eventually came close and then touched himself and winked at her children, police said.

After thinking on the matter for a week, the mother contacted Escondido police on June 29 to report the incident, according to police Lieutenant Neal Griffin.

“Through the use of video surveillance and records of prior arrests, the suspect was identified as Kenneth Robert Dunford II,” the lieutenant stated in a news release. “Dunford is a registered sex offender and has numerous prior convictions for child annoying and indecent exposure. Dunford is on active parole for these prior convictions and he is under constant GPS surveillance. It was confirmed through GPS records and video surveillance that Dunford was inside the Escondido Public Library when this offense occurred.”

Kenneth Dunford, 52, has been booked into custody at the Vista jail, on suspicion of annoying child with prior convictions, lewd act in public and violation of parole.

“It is understandable that the parent was initially hesitant to report this incident,” police Lieutenant Griffin stated. “Her children were not physically injured and she was able to protect them from Dunford. It would be easy to think the incident might not be worth reporting. However, the mother in this case did the right thing.”

Parents are strongly encouraged to report suspicious activity that is directed towards children, the officer said.
