A Baja California official speaking at the 2nd International Forum on Crime Prevention and Social Innovation conference told listeners that El Chapo and the Sinaloa cartel do not control drug sales in Baja California, contrary to what the State Attorney has said. Daniel de La Rosa Anaya, of La Secretaría de Seguridad Pública del Estado (SSPE or The Ministry of Public Security of the State), stated that many groups operate in the state and not one is dominant.
The State Attorney Rommel Moreno Manjarrez recently stated that El Chapo and the Sinaloa cartel owned the Tijuana plaza and was in control of the states drug market.
De La Rosa went on to say that drug related killings are proof that there are opposing cartels operating in the state. He also said that a man who goes by “El Chapito” runs the local operation for the Sinaloa cartel.
