Lobbyists for Irwin Jacobs-Backed Balboa Park Road Project Rack Up $34,000 in Fees

A Denver firm working for a nonprofit corporation backed by billionaire Qualcomm founder Irwin Jacobs has spent another $34,000 lobbying San Diego city officials on behalf of the Jacobs-favored Plaza de Panama road plan for Balboa Park, says a recently filed lobbyist disclosure report.

According to the April 20 document, filed with the San Diego city clerk's office by MJE Marketing Services, Inc., MJE's Kristen Byrne and Lauren Bogart lobbied eight city council and mayoral staffers on behalf of the controversial proposal during the first three months of this year.

MJE listed its client for the activity as Civitas, Inc. As previously reported, Colorado-based Civitas, a planning and design outfit, paid MJE a reported $40,000 for its city hall lobbying on behalf of the Jacobs project in the previous quarter

Those listed as MJE lobbying targets in the firm's most recent filing were now-departed mayoral press aide Rachel Laing; mayoral aide Gerry Braun; Stephen Heverly from the first district council office of Sherri Lightner; Thyme Curtis, policy director for the second district's Kevin Faulconer; Alex Bell of the office of sixth district councilwoman Lorie Zapf; Drew Ector, an aide to seventh district councilwoman Marti Emerald; and Travis Knowles and Gabriel Solmer, aides to district eight councilman David Alvarez.

According to the disclosure, Byrne and Bogart "arranged and attended meetings with City officials; provided project updates and information on EIR process to City Council reps; conducted research; [and performed] community outreach."
