Dumanis Releases Plan for City Hall Accountability

District Attorney and mayoral candidate Bonnie Dumanis released a four-part business plan, designed to be completed within one fiscal year cycle. During its unveiling today, Dumanis said the plan will raise operational standards, increase efficiency, save taxpayer dollars, and ensure city government is accountable to the public it serves.

The Transparency, Excellence, Accountability and Monitoring System as it is called, is an adapted version of the General Management System currently utilized by the County of San Diego and implemented by Dumanis when she was elected to the district attorney post in 2003.

"The County's [management system] helped us create a new business environment within the Office of the District Attorney. It helped us weather a multi-million dollar shortfall my first year in office, helped us survive the current fiscal crisis without layoffs, and is a critical tool that helps us balance the budget each year,” Dumanis said.

“As Mayor, I will work with the City Council to implement that same kind of management structure under my new [monitoring system].”

The monitoring system process would create a long-range, five-year strategic plan, which includes a short-term, two-year operational plan that encompasses the budget process, with monitoring and control throughout the year using performance measures. At the beginning of the next fiscal year, the process would begin again with a review of the strategic plan and development of a new operational plan.
