City Releases Timeline For Community Plan Updates in Uptown, North Park, and Golden Hill

Nearly three years after beginning to update the community plans for Uptown, Golden Hill, and North Park, city planners have released a timeline as to when the updates may finally be completed.

The effort to update the plans has been a long process, one that included numerous workshops and a series of charrettes (read: community meetings with stakeholders).

In recent months city councilmembers have expressed frustration over the process. That frustration was visible during a January 25 hearing to extend height restrictions on buildings in areas of Uptown.

"“The problem is that we don’t have a date that holds the city accountable,” councilmember Kevin Faulconer said at a council hearing last month. “I can’t go with this open-ended date anymore. I’m saying to you: Finish, please.”

The issue has been debated since 2008, when a proposal to build a 180-foot tower in the center of Hillcrest caused action from a group of residents in Hillcrest, Bankers Hill, and Mission Hills.

Shortly after, those residents persuaded the council to adopt the Interim Height Ordinance until the update was finished.

But after last month's council hearing, things appear to be speeding up. According to a report from Kelly Broughton, director of Development Services, planners will present zoning changes to the community in May, with residents reviewing them sometime in September. In the report, Broughton expects to release the draft in February 2013.

Members of the Land-Use and Housing Committee will hear the report during a meeting tomorrow at 2pm.
