If San Diego Assocation of Government's pay-to-perform policy is any indication, executive director Gary Gallegos is one stellar performer.
On Friday, SANDAG's Executive Committee recommended adding $10,000 to Gallegos's base salary. If approved Gallegos salary will go from $260,000 a year to $270,000. In addition to the sizable base salary, Gallegos will receive some fringe benefits including, $800 monthly car allowance, health and dental insurance, free parking, and five-and-a-half weeks of vacation time -- 20 of which would need to be approved by the board and are only offered during even numbered years. The committee's recommendation will be considered by the board of directors at a July 27 meeting.
Gallegos is one of the few executives at SANDAG to receive a raise after the board of directors implemented a pay freeze for all employees and analysts back in 2009.
According to a staff report, Gallegos was successful in focusing on the regional vision for San Diego County as well as improving mobility, quality of life, and pursuing innovative solutions.
In regards to improving mobility Gallegos made "progress on transportation projects throughout the region. Major accomplishments include the completion of the Interstate 15 (I-15) Express Lanes, State Route 52 (SR 52), State Route 905 (SR 905), Escondido Rapid Bus, Grossmont Trolley Station, and double tracking of the LOSSAN coastal rail corridor in Carlsbad and at Trestles Bridge. The I-15 Express Lanes project has helped improve mobility in North County from one of the most congested corridors to one of the best performing corridors in the entire State of California. The California Transportation Foundation recently recognized the I-15 Express Lanes with the “Project of the Year” award."
If the board of directors approve the raise, Gallegos would become the second-highest paid transportation executive in San Diego County. Only Paul Jablonski, CEO for Metropolitan Transit System, with a base salary of $308,000, takes home more every year.
Other high-paid executives include:
-Thella Bowens, President of the San Diego County Regional Airport Authority-- $258,324 -Maureen Stapleton, CEO for the San Diego County Water Authority-- $251,166 -Wayne Darbeau, the top executive at the Port of San Diego $250,016 -Matt Tucker, CEO of the North County Transit District--$237,307.
