Carlsbad Woman Suspected of Killing Husband

Julie Elizabeth Harper, 39, who was arrested on suspicion of killing her husband this week, was brought into a courtroom yesterday but not yet formally charged.

Her defense attorney, Paul Pfingst, said that he was the one who phoned police after 11 p.m. on August 7, last Tuesday, and asked them to “check on the welfare” of persons at the Harper’s home in Carlsbad.

Police quickly reported finding the body of 39-year-old Jason S. Harper, and made public appeals for help finding the deceased man’s wife and three small children, who were all reported missing.

It was 3 p.m. the next day when Julie Harper was found at her parents' home in another part of San Diego County, and the couple’s three small children were said to be safely found at the same time.

In the North County Superior Courthouse yesterday, Friday August 10, prosecutor Keith Watanabe was prepared to charge Julie Harper with one count of murder and a special allegation of “personal use of a firearm.”

But formal arraignment was delayed until Monday, because the privately retained defense attorney said his client was not receiving her medications while in custody, and he needed time to prepare bail arguments.

The accused woman, Julie S. Harper, had filed for divorce in the same courthouse on August 2, five days before her husband’s body was found in their home on Badger Lane in Carlsbad.

Mrs. Harper had listed “irreconcilable differences” as the reason for divorce, and claimed her husband Jason “has a difficult time controlling his temper.” She stated he had pushed and shoved her and twisted “my wrists.”

Julie Harper described herself as a “stay at home mom” who has a Masters degree in business administration and had worked as a real estate agent during the years 2005 – 2007. She believed her husband was making $6,000 per month as a teacher at the local high school.

In the divorce papers, Julie Harper stated her husband “completely cut me off financially and does not allow me to have access to any of the community monies.” Also, “towards the end of November 2011, (husband) removed me from all joint bank accounts and removed all the money in said accounts.”

Julie Elizabeth Harper is expected to be in the Vista courthouse again Monday afternoon, when details of the case are expected to be heard when attorneys argue for bail.
