Tomorrow, San Diego County Supervisors will consider entering into an agreement with the Rincon Band of Luiseno Indians that would direct a portion gambling profits to go towards mitigating impacts to areas off the reservation. If adopted, the money, estimated at more than a million dollars per year, will be spent on roads, transportation, fire rescue and law enforcement services, and treatment for compulsive gamblers.
The funds would be deposited into a separate account administered by the county. Later, a selection committee comprised of county and tribal representatives would then decide how to distribute the funds.
The compact is in response to an earlier effort by former Governor Arnold Schwarzenegger to require tribes to deposit gaming profits into the state's general fund.
"It is the Rincon Band's view that gaming revenues should be shared with local and county governments in order to mitigate the impacts of their gaming operations and provide mutual benefits for tribes and local governments, rather than be given to the state's general fund," reads the county staff report.
If County Supervisors adopt the proposed agreement, both county officials and tribal representatives will bring the compact to Governor Jerry Brown for approval.
