Rhonda Elaine Hill, a.k.a. Rhonda Van Pelt (DOB 7-23-1969) was seen by witnesses running away from the residence.
The 38-year-old Hill was arrested by U.S. Marshals early October 28 at a relative's home in Ketchum, Oklahoma.
