90-Year-Old Man Creates Chula Vista Stand-Off

Chula Vista Police Dispatchers received a call of a man with a gun inside a mobile home. When officers arrived at the Palms Mobile Estates, space #135, the door was open. Officers attempted to make verbal contact with the person inside with no response.

The officers then made entry to conduct a welfare check.

At that time an elderly man, identified as 90-year old Robert Saul Oseroff, was seated inside the mobile home. He turned toward officers with a gun in hand. The officers retreated, called for back-up, and the Crisis Negotiation Team. A perimeter was set up, officers secured the area and began evacuating nearby residents.

Upon arrival Crisis Negotiation team members immediately began attempts to contact the man, both verbally and by telephone. Mr. Oseroff would not communicate with CNT members or officers, except to tell them "to come inside."

At 1:44 p.m., Oseroff walked out on to the south porch of the mobile home, gun in hand, and made a furtive movement that led two Chula Vista Police officers to believe their lives were in jeopardy. They fired, striking Oseroff.

Paramedics on scene rendered aid, but Mr. Oseroff was pronounced dead.

Inside the mobile home two notes were found indicating that Mr. Oseroff had planned to end his life. Both officers who fired their guns have been placed on paid administrative leave.
