Jacobs, chief executive of Qualcomm, comes in 21st on the list in total compensation. Jacobs's total compensation last year slipped 6% to $17.4 million from 2008. But profits plunged 50%. Comments the Times, "Profits were down by half at the wireless technology developer, and Mr. Jacobs's pay fell slightly." Jacobs's father co-founded the company.
