The San Diego County unemployment rate dropped to 10.2% in September from a revised 10.6% in August, according to the state's Employment Development Department. However, seasonal factors played a major role. (The data are not seasonally adjusted.) For example, local education jobs rose by 4,000 or 6% from August because of back-to-school factors. Educational services rose by 1,000 jobs or 4.7% from August. As the tourist season slowed down, accommodation jobs dropped by 600 or 2%. Construction jobs only dropped 0.9% from August, but are down 13.4% from a year ago. Retail jobs rose 1.2% from August but were down 5.4% from a year ago. The number of people in the civilian labor forced dropped by 1.1% from August, probably indicating that discouraged workers are no longer looking for jobs.
