Steve Francis may be thinking more seriously about challenging Mayor Jerry Sanders in next year's election. The San Diego Institute for Policy Research, founded and financed by Francis, has moved its headquarters to La Jolla to separate itself from Francis in case he runs. The institute has also released a new study of San Diego tourism, projecting that 32.2 million visitors poured $7.7 billion into the San Diego economy last year. One in every nine civilian jobs is in tourism. Researcher Kelly Cunningham expects the industry to grow 1 percent in 2008. During July and August of this year, San Diego hotels were first in the nation for occupancy rates.
