Reform Approves Stimulus for Short Films in BC (Uniradio Informa, 1/28/13)

MEXICALI, BC - The local Congress plenary approved an initiative in the State through economic stimulus that aims to encourage the making of short films for festivals and exhibitions, in addition to favoring those with artistic or academic values for the entity or its promotion.

The making of short films, with the adoption of Commission Opinion 16 on Border Issues, Trade, Development and Economic and Industrial Development and Competitiveness, is intended to grant powers to the Instituto de Cultura de Baja California (ICBC), since it is basically oriented to local authors and not to outsiders.

The initiative was presented by Mrs. Claudia Agatón Muñiz, on behalf of the Labour Party (PT) and the parliamentary faction of the PRI and received approval during the regular meeting last Thursday. The explanatory statement noted at present, the ICBC is an institution of the State which serves all types of artistic expression, as in the case of the X Concurso Nacional de Video Experimental that is carried out in coordination with the Fondo Regional para la Cultura y las Artes del Noroeste.

With an unanimous vote in favor of the opinion, Articles 4, 16, 21 and 22 of the Act for the Promotion, Encouragement and Development of the Film Industry and Audiovisuals of the State of Baja California, were reformed and a sixth chapter was added entitled " De los Cortometrajes (Of the short films)".

"The purposes of this act are meant for short films and all audiovisual or cinematographic productions that are less than thirty minutes, done with artistic or academic purposes or for display at festivals, forums or competitions," reads Article 21.

Article 22 states: "The Institute will establish an annual program of action to provide incentives for the production of films which are preferably of artistic or cultural value for the entity or in dissemination of its image; as well as to finance the shipment of works for their presentation or exposure at national and foreign festivals; as well as supporting producers and filmmakers to attend competitions, forums and international meetings". http://www.uniradioinforma.com/noticias/bajacalifornia/articulo171138.html

Increased Number of BC Women are Addicted (Uniradio Informa, 1/28/13)

TIJUANA, BC - Statistics in Baja California have increased for the number of women who are addicted, said Martina Fernández, Director of the Center for the Rehabilitation of Women.

"10% of men and 7% of women are addicted... the impact drug is methamphetamines", she explained. She stressed that this denigrates women and pushes them into prostitution, family violence.

She said there are statistics on women who have been addicted since 13 years of age, "already addicted to the Meth, these women". Carnaval Ensenada 2013 is Promoted (Tijuana Press, 1/29/13)

Ensenada, BC - Authorities of the Ministry of Tourism (SECTURE) and organizers of the Carnaval Ensenada have begun a promotional tour to invite Baja California, as well as the Hispanic community of Southern California, to visit the port and enjoy this festival which will take place from Thursday, February 7 to Tuesday, February 12.

The Press Secretary of the State Tourism Conference, Juan Tintos Funcke, mentioned that Carnaval Ensenada is the first big event that opens the tourist calendar in Baja California and one of the largest in the country with more than 500 activities throughout the year.

"It is well known to be a full calendar event and is one of our tourist strengths that helps generate affluence and economic benefit to the different destinations and for this reason as indicated by the State Governor, Jose Guadalupe Osuna Millan, we will promote your efforts", pointed out the head of SECTURE.

Meanwhile Octavio Gutiérrez, General Coordinator of the Board of Trustees of Carnaval reported that Ensenada is the second Carnaval in seniority in the country continuously held since 1918. This year carries the theme of "Celebrate Mexico".

The activities will begin with the traditional "Quema del Mal Humor (burning of the bad mood)" on Thursday, February 7 and on the same day; the ceremony of Coronation of the Kings 2013 will take place.

On Friday, there will be performances by musical groups throughout the day, while on Saturday and Tuesday, there will be three parades conducted to alternate with various activities such as concerts and events emphasizing the traditional "Baile de Mascaras (dance of masks)" which will be held on Saturday, February 9 at the former Riviera del Pacífico Casino.

On Tuesday, after the parade, there will be a contest and awards ceremony of Comparsas ending with the "burial of Juan Carnaval", held in the so-called zone of celebrations that will be located between Zona Centro and Bulevar Costero this year. Tijuana, BC - The only case of Leprosy in Baja California began their treatment in September 2012, so the incidence and prevalence of the disease in the State is low assured authorities.

Without specifying dates ISESALUD announced, in a statement, that the majority of cases that have been in Jurisdiction 2, comprised by the municipalities of Tecate, Tijuana and Playa de Rosarito, are lower than other states with the highest prevalence such as Sinaloa, Guerrero and Michoacan.

To eradicate leprosy in Mexico, one of the strategies was to introduce polychemotherapy (MDT) in 1990 which includes the following drugs: Rifampicin, Clofazimine and Sulfone; such treatment increased healing and decreased the effective number of cases. "In Isesalud we have it available to patients, it is all free: lab tests, examinations and over time it works for the patients", noted the communiqué.
