City Council meets Lazos Families Needs (El Sol de Tijuana, 1/27/13)

Tijuana, BC – The 20th Council has met Lazos (Tijuana) families needs through the implementation of programs that seek to elevate the standards of living of the family, young mothers and women, said Councilor Miriam Josefina Ayón Castro, President of the Commissions for Social Development and Equity and Gender in submitting her second progress report yesterday.

Before more than half a thousand attendees at the ceremony in the salón de actos del Sitatyr, Ayón Castro noted that the government has endeavored to respond to the needs of Lazos families in this response statement from Municipal President Carlos Bustamante Anchondo to sensitize officials within the municipal government.

"In the exercise of my administration, I have had the opportunity of seeing people at their purest essence, know their shortcomings, concerns, dreams and hopes, and not only as part of simple statistics; because I have witnessed their needs and values of striving to have a better tomorrow," added the Mayor.

Councilor Miriam Ayón said that to support persons with disabilities, she has been given the task of promoting adequate regulations to allow shops to recondition their facilities and develop infrastructures that enable them free access and suitable transit; to overcome the physical barriers faced by many who have some disability.

In relation to single mothers, the Councilor cited actions and reforms of regulations that have worked to eradicate violence against women and the family with training and formalized sanctions toward aggressors; as well as instruments that will enable women and consequently the family to have protection of the authorities and a life free of violence.

In her report, Ayón Castro acknowledged the support of the municipality and sponsored dependencies of the 20th City Hall Government, since Community Care Days have been held by delivering supports with pantry items and sports accessories among other items.

"From the Cabildo, I've driven and managed a dozen points of agreement; I have ten initiatives that have been promoted and developed programs such as community sports promotions and gender promotions; also in community work, I have delivered economic support for uniforms, food, school supplies, waterproofing materials and others which have benefited more than 3,713 families for a total of 500,000 pesos ($39,219 US) through 19 different workshops,", said the Councilor.

Tijuana, BC - As part of a project linked with the National Council of Science and Technology (Conacyt), the Fundación Pasitos (Autism) and Specialists, have developed important technology consisting of three mobile applications that help improve the status and quality of life for children with Autism.

At the close of the 1st International Congress "El espectro autista (Autistic Spectrum)" program the development of software that gives life to mobile devices in support of special education was shown, highlighting the use of technology for teaching children facing the illness.

Lourdes Ibáñez Aldana, Mind Hub co-founder and Director of the LIA system, said that the importance of developing this technology for children has a status of providing more everyday life benefits, as it is seeks to enhance their skills and minimize problems they have communicating with others.

A lecturer at the Congress, Ibáñez Aldana explained that one of the applications is called Sequences, "in which the child learns to recognize processes of daily life activities as spinning images, adopting them as their own so they can understand what creates order during their day. Another application is Sound Match, a concentration of sounds that helps the child identify musical instruments as well as relate to their functions which also focus on treating Autism," she highlighted.

"The developers of this software are part of México Innovation Development (Mind Hub) http://mind-hub.com/ . As specialists in Autism Special Education, they are educators, software engineers and product engineers who develop interactive visual and graphic designs", stressed Ibáñez Aldana. Rain leaves Many Streets Impassable (El Mexicano, 1/28/13 by Lucía Gomez Sanchez)

TIJUANA, BC - Impassable streets and avenues are still a major havoc caused by the light to moderate rains from last weekend in the city. Due to potholes or an absence of pavement, citizens suffer from the poor state of their roads whether on foot or by car, having to endure a walk to get to public transportation, falling into deep potholes - further enlarged by the rain and riding on a flat tire, and not being able to leave or get to their homes by a vehicles - prevented because soil runoffs wash-out the pavement.

In the Eastern area the picture is more adverse because that part of the municipality has registered the greatest growth due to the constant arrivals of Chilean nationals who emigrate from their places of origin and the number of unpaved roads is greatest. The inhabitants of several colonies being formed in ejido Mariano Matamoros in the La Presa delegation know what it means to not leave their homes each time it rains due to a lack of pavement or having to do so they risk falling in the mud. Mothers and senior women opt it best to not attempt leaving their homes in colonies like Altiplano, Colas del Matamoros and Mariano Matamoros because there is only mud covering all the streets around their homes.

On a tour of the area, only empty streets are seen simply because it is impossible to walk anywhere, on foot or even by truck. Some of the streets filled with mud are Francisco Villa and Novena in Mariano Matamoros and Avenida Melchor Ocampo in Colas del Matamoros. Main arteries in that area are paved with concrete, but many secondary roadways, probably the majority, still lack any pavement.

Inhabitants complain that when it rains their only option is to not leave, because enclosed trucks and public transportation do not have access. In the Eastern zone, the non-existent road infrastructure adds to the lack of many other services such as street lighting and security.
