Baja & Border News Translations: 9 Men Captured for Various Offenses; Return of Electronic Fines Inevitable

9 Men Captured for Various Offenses (Tijuana Press, 1/6/13 by Nora Leticia Garcia)

Tijuana, BC - In various cases, 9 people were arrested for offenses linked to the narcomenudeo and theft. In the downtown area the first case, according to a report of the Ministry of Security Public of the State SSPE, found an identified narcomenudista suspect with 80 doses of "Crystal", known as Arturo Osbaldo Rouen Rojas, 29. Jesus Ivan Molina Valenzuela, 25, and Juan Alberto Gómez, 19, were accused in another case of stealing cash and electronic equipment from a grocery. According to the Ministry of Public Security Municipal SSPM, the owner of the business said the criminals entered through a window in the bathroom, taking a portable computer, 7 cell phones and an unspecified amount of money. The suspects were stopped in Residencial del Bosque where authorities say officers found the above mentioned objects in their backpacks the owner was recognized as his. Also seized from them was a knife.

In another case Ezequiel Alba Rodríguez, Dionisio López and Oscar Abel Mendoza Torres 36, 19 and 35 years old, were apprehended when they stole from the Justo Sierra School in Col. Libertad. The official report indicated that the first two took a cylinder of gas, 5 blades, a microphone, and gardening shears among other tools and gave them to Mendoza Torres, who placed them in a wheelbarrow. Dionysius stated someone nicknamed "El Negro" requested he take the articles needed for a job.

Arrested in another event were two subjects linked to a series of armed robberies occurring in shops in Murua. One of the suspects was recently released from the penitentiary, reported the SSPM. According to authorities, the Infonavit agents on patrol in Heritage Murua saw a grey 2001Dodge Durango van with California plates 4PFY785 at the intersection of Catalonia and Murúa Martínez parked in the opposite direction. The official version said, next to the van were Mark Antony Lira Macias, 20, and Juan Antonio Gallegos, 23. The first wore a 380 caliber firearm and argued he was waiting for a friend. Juan Antonio said the same thing, adding he had just come out of the penitentiary. According to witnesses, both are singled out as responsible for several robberies at shops in the centenary delegation, where video surveillance cameras recorded them when they held-up victims with a weapon similar to the one seized from them.

In the last case, Brandon Alexis Navarrete Guzman, 18, was arrested after a complaint. The SSPM reported that using a 32 caliber gun he stormed the homes of several neighbors in Terrazas del Valle. The official report says he had an accomplice named Jonathan Sanabria Hernández alias "El Budy" who is a fugitive. Supposedly, Brandon was captured when agents were led to the home by the mother of his companion. Tijuana, BC - If this Administration does not do something, electronic fines will be returned to the city, said Francisco Alderman Gómez Medina commenting there is still no agreement with the Global Company to put an end to the dispute.

"We can not be in accord with such sanctions or fines; the situation is a signed contract. We are obliged as a City Hall, as we had demanded", said the Mayor. He recalled that the Convention agreed to with the company was amended by the Cabildo and to date the company has not accepted these changes.

The three points of the agreement under discussion include sharing the collection of the fines generated once the program is restarted; the fines that were generated while working and that they were not paid. The Mayor of the institutional Revolutionary Party (PRI) said he has knowledge of a December meeting between Finance of the Municipality and private individuals but there was no consensus for terminating the lawsuit as the company began alleging breach of contract.

"The town hall can continue litigating the issue, because it has not finished yet, it has not been able to run the company as it tried on two occasions but has not thrived, but that does not mean that you will not get a favorable result", he stressed.

The proposal for a convention includes a payment of 150 million pesos ($11.7 million US) from the AV company.
