General Duarte to End Command of 2nd Military Region (AFN, 1/2/13)
TIJUANA, BC - On this date, the General Alfonso Duarte Mugica ceases to be the Commander of the 2nd Military Region, which includes Baja California following his satisfactory work in particular the fight against organized crime.
Despite a request Baja California Governor Jose Guadalupe Osuna Millan made to President Enrique Peña Nieto, he be kept at the forefront. It was confirmed that Duarte Mugica will cease to be the leader of the 2nd Region and is to be relieved by General Gilberto Hernández Andrew, holder of the 15th military zone. Duarte will be moved to the capital of the Republic to hold another office within the Secretariat of National Defense (SEDENA).
Duarte Mugica arrived in Baja California on June 1, 2008 and took charge of the 2nd military zone, giving his very own particular stamp to the work of the army in Baja California. On taking possession, the military Chief held the grade of Brigadier General within the militia.
Two years after a successful career, within which he took the "single command" in Baja California and made surprising hits to organized crime. The General diploma of staff was appointed commander of the 2nd Military Region, an area that years before was in the hands of the controversial general Sergio Aponte Polito, although he replaced his successor, Rubén Venzor Arellano.
The 2nd Military Region comprises the States of Sonora, Baja California, Baja California Sur. There, Duarte Mugica continued to keep tight control on safety programs in the region and achieved important arrests, not exempt of confrontations with other authorities and police forces which accused him of certain protagonism.
Despite all this, Duarte Mugica was able to give a new face to the military forces in Baja California, which won recognition and applause of the population in all its sectors, and which he spared no moments to be noticed, even before the then President of the Republic, Felipe Calderón Hinojosa, who during his recent visits to the entity made public recognitions.
In the period that Duarte Mugica was head of the army, first in the area and then in the region, there were thunderous arrests of criminal "figures" that plunged the entity into one of their worst moments of insecurity, achieving extraordinary seizures of both drugs and resources of drug traffickers, including cash money.
On October 18, 2010, the army under his leadership managed to discover at least 10,000 packages of drugs, a total of 134 tons of marijuana, after a clash between police and criminals in the centenary of Mesa de Otay delegation. In these actions, 11 were arrested, among these, one police officer and two others were injured. On that occasion municipal police also took part with, then in charge, Teniente Coronel Julián Leyzaola Pérez.
Duarte Mugica also had a public misunderstanding with authorities, as he was seen in a video taken by the Office of Social Communication of the Government of the State during a toast in September 2011, on the occasion of the commemoration of the day of the Ninos Heroes. At that time, Duarte Mugica, accused the Secretary-General of Government Cuauhtemoc Cardenas Benavides, before the Governor Jose Guadalupe Osuna Millan and was called disrespectful and drunk.

After approaching the Secretary-General, Duarte Mugica exploded and in front of Cardona (without turning to see him) warned the ruler: "I don't want to see in any officer being rude, drunk, disrespectful and a conchudo... to break..." (inaudible) for you all my respect... (inaudible)... They already have (inaudible) instructions not to go back to get in any act of the army..."
The army, under Duarte Mugica’s charge, was blamed for the capture of Jorge Hank Rhon on the morning of Saturday, June 4, 2011, within his own residence and charged with possession of an arsenal, which he said had "set him up".
After a violent incursion inside the home and in front of his family, the military took the former Mayor of Tijuana under arrest and placed him at the disposal of the of the Attorney General (PGR), who quickly moved him to the capital of the Republic, although for lack of merit had him returned to Baja California, where he joined the criminals at the Hongo Prison. Ten days later, in what the businessman Jorge Hank described as a forced vacation, was set free once his team of lawyers exhibited a few security videos showing military elements were not admitted to the residence, but pursued him committing flagrant acts.
In November 2011, contrary to what was expected, Duarte Mugica was unable to obtain a coveted promotion to Division General, however the missing 'Star' was granted in February of the following year (2012) when he became one of the youngest people in the military to obtain this distinction.
He will be appointed a position when a Major General retires, however at the request by the Governor to the President of the Republic and in an assertion made by the Secretary of Public Security of the State, Daniel de la Rosa Anaya, which he gave to the media he warned in a recent media interview that Duarte Mugica, would remain at the head of the region.
According to a letter sent by General Duarte Mugica to AFN, at a future date he will take command of the 1st Corps of the Army located in the military camp No. 1 in the City of Mexico.
