Indigenous Group Complains about New Delegate (El Sol de Tijuana, 2/3/13 by Rocio Galvan)

Tijuana, BC - Unknown to many indigenous groups in the State and considered a despot and negative person to those who do know him, the new delegate of the National Commission for Indigenous People, Juan Malagamba Estrella, was named in a charge, but without many of the most important community representatives in Baja California being present.

Dolores Salgado, a representative of the Pai-Pai Indian, said that the only merit of Malagamba is that he is a friend of Jaime Martinez Veloz. She pointed out that in the past he insulted her and never gave her requested information about Sedesol accounts.

Tijuana, BC - La Fiesta de la Candelaria was held in adherence with Catholic and festive traditions here, where countless numbers of the famous tamales in different flavors and presentations were available for all tastes and all ages.

Ana Escudero, who owns a small family business where they sell tamales, indicated that sales significantly increased on Saturday and most customers pointed out that it is a rich and beautiful tradition in every way.

Meanwhile Luis Ortega, a tamale and bread businessman in the Zona Centro, said that people have not stopped arriving since seven in the morning. On prices, he said they are available for all budgets and they actually have standard prices for their tamales. February 2 is a day recognized as when the child Jesus was brought and presented by his parents at the temple and is celebrated with tamales and atole (an ancient Mexican beverage with origins in pre-Columbian times).

It is estimated that there are approximately 5,000 different kinds of tamales in Mexico, and this Saturday those who came were rewarded with a visit from the Muñeco de la Rosca where they could buy tamales and offer them to friends and acquaintances.

Ensenada supports Home for the Elderly (El Sol de Tijuana, 2/3/13)

Ensenada, BC - The 20th Council of Ensenada, chaired by Enrique Pelayo Torres through the General coordination of the Cabinet, will support a home for the elderly to be located in the Camalú Municipal delegation.

Responsible for the home is Elizabeth Miranda Lara, who requested the General Cabinet Coordinator, Sonia Angélica Blancket López, help in obtaining 50 sheets of plaster to build the walls of a space that will become a group home for older adults.

The applicant explained that with her own resources and the support of some families in the village they will move forward on the project, but require diapers, medicines and clothing to provide a better quality of life for the elderly.

She also asked for help to move the youngest patient to a home in the municipality of Mexicali, where they can provide better care and rehabilitation, since he suffered a stroke that physically incapacitated him.

Sonia Blancket the person in charge of the home asked the municipal government for the home to be located near the town in order to help meet the residents’ most urgent needs and other issues when it comes to people who can promote projects for the benefit of the community.

The municipal officer and delegate of Camalu, Hector Avila, promised to send medicines, diapers and clothes as well as to manage the transfer of the stroke patient to the State capital.

11 Million Mexicans Suffer with Mental Disorders (La Prensa, 2/2/13)

Mexico City - The Chamber of Deputies received a report from the Ministry of Health that indicates six out of every 20 Mexicans have experienced psychiatric disorders in their life, three of every 20 during the last 12 months, and one of every 20 in the last 30 days.

The report indicated that the most frequent disorders seeking services at medical units with attached psychiatric care services was anxiety (14.3% ever), followed by the use of substances (9.2%) and affective disorders, such as depression (9.1%). Depression and anxiety are said to generate conditions of greater disabilities and more lost working days compared to some non-psychiatric chronic diseases.

On January 16, Deputy Maria de la Nieves García Fernández (PRI) asked the Ministry of Health for the report on mental health, especially on morbidities that are not disabling, such as depression. Garcia Fernandez stressed that in times of economic crisis, the incidence of depression and/or anxiety and addictions increase exponentially and that means more responsible actions by the State are needed to raise the welfare of the population.

It is estimated that depression affects one of every 10 Mexicans, so about 11 million people in the country have this disorder and as such "It is an epidemic that must be met with policies designed to prevent and control the condition, address crises and establish rehabilitation strategies". She mentioned that States such as Campeche lack specialized health centers or in entities such as Baja California Sur, where there are only five psychiatrists.

The PRI Deputy stressed that the budget for mental health spending in developed countries is about 6.59%, where in Mexico it is less than 1%. 18% of diseases that affect people's productive life are of neurological or psychiatric origin. She recalled that there are 300 mental disorders identified globally; however, in Mexico just there are only 3,000 specialists in the field.

In the document, published in the Parliamentary Gazette, the Ministry of Health emphasizes that identified barriers to not seek support services include the fear of stigma or ignorance of the benefits of medical-psychiatric care.

Analyzing individual disorders, specific phobias abound as the most common (7.1% any time in life), followed by conduct disorders (6.1%), alcohol dependence (5.9%), social phobias (4.7%) and major depressive episodes (3.3%).

The Ministry of Health emphasizes that the difference by gender showed that the three main disorders for women were specific and social phobias, followed by major depressive episodes. For men, they were alcohol dependence, behavior disorders and abuse of alcohol.

It is a concern of the Mental Health Services Network for people with mental illness who require such help to have access to the entire health care system, as well as those suffering from any condition. The existence of a network of mental health services, she adds, means that the user has access to the diversity of services articulated in response to their needs at any stage of a health-disease process.

It was mentioned that achievements made through the National Mental Health Program by the Miguel Hidalgo model are:

A Catalogue of Universal Health Services (CAUSES) since 2011 which covers the diagnosis and treatment for: affective disorders (dysthymia, depression and bipolar affective disorder); anxiety (generalized anxiety, anguish and panic, crisis reaction to severe stress, adaptive adjustment disorders and post-traumatic stress disorders); psychotic (schizophrenia, delusional ideations and schizotypal personality disorders), attention deficit, hyperactivity, pervasive development (Autism) disorders.

In addition they also have built transitional hospital villas in Durango, Mexico State, Hidalgo and Tamaulipas. Specialized medical unit centers with comprehensive Mental Health services (UNEMES-Cisames) exist in the country of which 40 currently operate as outpatient units.
