City Hall Owes 30 Million Pesos Water Bill (El Vigia, 9/15/12 by Nicte Madrigal)
Ensenada, BC - The 20th Town Hall owes more than 30 million pesos ($ 2.4 million US) to the Ensenada State Commission of Public Services (Cespe). Because of this, the supplier placed reducers in the pipelines of seven municipal parks and sports facilities. The debt, according to local authorities, is from 2009 to date.
Once Mayor Enrique Pelayo-Torres declared the Administration would not pay Cespe for the water used by the municipality, El Vigía requested specific data on the debts. Abelardo Cardenas, responsible for Cespe Public Communication, said the "information that can only be provided to the user", i.e., the 20th Town Hall.
Cardenas acknowledged that it recently suspended the supply of water on a playground at Diamante and Pedro Loyola, but following a complaint by municipal authorities, it was reconnected although payment has not been made. He explained the action was taken out of willingness and readiness, in order to not affect young children using the facilities, as well, for the relationship with the Government of Pelayo-Torres to not suffer.
At the same time, he pointed out municipal officials and the Mayor should seek to establish a working convention with Cespe as it is does with any others. At the same time, he stated the placement of flow reducers for non-domestic water consumption is a strategy implemented by Cespe to recover part of the loans.
These actions, he pointed out, are based on the law. Legal grounds for the reduction or suspension of non-domestic service is in Article 98, section III of the law, regulating water service. The State of Baja California established these measures, which can be taken “for non-payment of water service for three months or more”.
In the case of domestic service, Article 17 of the same Act indicates, “reduction of the water supply to 50% of the line diameter is permitted in the absence of payment of more than three months and a reduction of the water supply to 70% of the line diameter in the absence of six months payment”. http://www.elvigia.net/noticia/debe-ayuntamiento-30-millones-cespe
Explosion destroys House (El Vigia, 9/14/12)
Ensenada, BC - The accumulation of domestic gas and a short circuit spark in a home in Costa Bella generated a strong explosion that left the entire building with collapsed walls and a woman with severe injuries. The incident occurred at number 960 in alley "A". The property was consumed by fire and total loss was recorded.
