TIJUANA, BC – The debugging of public security forces, citizen participation and intelligence work done to suppress the high impact of crime has led to Tijuana being recognized as a reliable city for business and foreign investment, said Mayor Carlos Bustamante Anchondo, during a meeting held with members of the Governing Board of the Japanese Association of Maquiladoras.
For its part, and on behalf of Eastern businesspersons, Lazos-Yoshio Tsutzaki, the Association Vice President, which represents 68 companies offering employment to more than 20,000 workers, said the main concerns of businesspersons are economic development and the safety of those who work in their businesses.
"While we must address the issue comprehensively, we know that there is an increase of security in Tijuana, which gives us the confidence to plan investments in the medium and long term. Today, newspapers do not appear negative with news concerning the high impact crime in Tijuana and that is an enormous satisfaction," explained Tsutzaki.
During the meeting, held in the Directorate of Police and Municipal Transit boardroom, Bustamante Anchondo emphasized the city Government has promoted the development of public policies that encourage investment and job creation, always making sure that tourism and public safety indicators are increasingly positive.
"The Japanese and other companies are very important for our city by the amount of technology offered and the economic benefits generated. For this reason, City Hall encourages them and provides all the guarantees for development", highlighted the council member.
Mayor Carlos Bustamante thanked the members of the Japanese Association of Maquiladoras for its determination to continue investing in the border and pledged to continue the intense dialogue that the City Government had held with employers to meet their needs.
For its part, the Secretary of Municipal public security, Jesus Alberto Capella Ibarra, said Municipal police attend to anonymous complaints of all investors, national and foreign, contributing to the creation of jobs in this city, in order to ensure the security of executives and employees, many of them Mexican.

5 Armed, Drunk Persons Arrested (Frontera, 9/14/12)
TIJUANA, Baja California - Two armed and intoxicated men and two women were stopped and arrested during an operation by Preventive State Police (PEP) officers on the East side of the city. In other activity, uniformed officers arrested a subject in possession of 37 .25 caliber bullets. The detention occurred on Venice Avenue in the Villa Fontana area, where PEP officers saw a Green 2002 Jeep Cherokee bearing license plates AKJ4117.
Four people exited the vehicle and the driver, identified as Silvino Macias Verdugo, 39, was in a state of drunkenness. His companions were Francisco Joel Penunuri Gastelum, 29; Rosa Isela Marquez Mena, 21; and Claudia Lizet Garcia Guerrero, 21, all from Sinaloa.
After making a precautionary review, PEP officers completed an inspection on the inside of the vehicle, resulting in the discovery of a .38 caliber revolver with six cartridges in the back seat of the Jeep Cherokee. Therefore, the arrested persons were placed at the disposal of the Public Ministry of the Federal jurisdiction, who will determine their legal status.
In other PEP action, troops conducted surveillance patrols in the hills of Tijuana. In the Calle Quetzalcoatl neighborhood, they observed a subject as he tried to hide behind vehicles to avoid being seen by police units. The suspicious attitude of the subject drew their attention. They identified the individual as Miguel Angel Martinez Beltran, 44.
