New Regulation for Public Entertainment in Mexicali (Monitor Economico, 11/29/12)

Mexical, BC – The Regidores Commission of the Municipality of Mexicali adopted a new regulation for public shows, which seeks to protect the buyer against fraud. After a unanimous vote by the members of the Joint Commission of Government and Legislation, Tourism and Economic Development, the new regulation will be submitted for consideration by the Cabildo de Mexicali and will subsequently come into force in case of approval.

The regulation seeks to avoid fraud in the field of entertainment, establishing the concept of "ticketing" for specialized companies, ensuring that in case of a no-show by the artist, money is to be returned entirely to the buyer. Similarly bails are set for all events that take place in the municipality, as well as establish a unique calendar of events and a database of promoters.

The proposal was submitted by Councilor Claudia Ramirez, who analyzed and advised the members of the joint committees as well as various units involved in the topic. Regulations on the subject were approved at a meeting of Cabildo in 1989. To date it has not undergone any modification and would be replaced.

Councilor Carmen Frías stated that this new regulation will not only give greater security to consumers of money in the event of the suspension of an event, but also an insurance policy of civil liability for events, inspections, surveillance and sanctions shall be required.

Homicides in Mexicali linked to Narco Carrillo Maza (Monitor Economico, 11/29/12)

Mexicali, BC – Data released by the Ministry of Public Security shows in the last six years, homicides in Mexicali soared nearly 80%. The director of Public Safety of Mexicali, Marco Carrillo Maza said that the current administration is working to stop the trend.

Carrillo Maza published via twitter, “The 80% of homicides in Mexicali are linked to drug trafficking. The administration is up against the narcos¨.

However, the capital of Baja California recorded 79 murders during January to October in 2007. That data compares unfavorably with the 142 murders reported in the same period of this year at the rate of one every two days on average.

Annual rates in the SSP reports indicate murders in the city grew 24.6%. In absolute numbers, they went from 114 in the ten months of last year to 142 in this year.

Returning to a historical comparative, other sectors for victims of crime in the municipality are robberies to businesses increased by 59.1%, going from 1,953 (in 2007) to 3,107 though October 2012.
