City Lights are Failure of the Government (Tijuana Press, 11/27/12 by Daniel Angel)

Tijuana, BC - Complications occurring with the replacement of street lighting in the city is one of the points which the municipal administration has failed during its second year, said Alderman Mariano San Román.

"The idea was good, but here we are dependent on one company, a company that has been failing”, said the Chairman of the Committee on the Environment Councilman.

The contract was tendered to purchase 63,400 lamps to replace the city's public lighting and was won by the Sola Basic Company amounting to 130 million pesos ($10 million US), starting in December 2011. In September of this year the company together with Mayor Carlos Bustamante and the Secretariat of Urban Development announced that 3,800 fixtures failed out of the 48,000 installed fixtures, as well as those repaired by them in the month, and for this reason would stop the replacement program.

They attributed the failures to three factors: 51% to improper connections beforehand, 31% to variations in voltage and 18% to problems within the lamps which are of German origin. These problems have not been resolved and now the company is leaving old lamps in an area of zona Río without protective measures despite they are known to have dangerous components.

Urban development should be responsible for these teams because the contract establishes it. "We have bonds that may solve these failures we’ve had", commented Alderman Mariano San Román on these points. http://www.tijuanapress.com/index.php?option=com_content&view=article&id=8261:las-luminarias-falla-del-2do-ano-de-gobierno&catid=1:locales&Itemid=50
