Quinceañera Shooting Death Investigated (Uniradio Informa, 12/31/12)

Nuevo León, Monterey - State Commission on Human Rights (ECHR) and local authorities are investigating if there was a lack of policemen following the shooting that occurred over the holiday weekend, where one person was killed and 11 more were injured. The Ministry of Public Security in Nuevo León (SSPNL) revealed that after reviewing patrol Global Positioning System tracking, it was found that a Civil Force unit was near the event when it happened on December 29 in colonia Altamira.

In response, "An investigation was opened in this regard to ensure they did not ignore a call by the victims,” said the State unit chief. He stressed the priority for the Secretariat of Public Security is protecting and serving the community, therefore he warned that "Police elements that do not comply with this regulation do not belong on the Department".

In turn, the ECHR started an official investigation into any alleged omissions by the Civil Force Troops called by citizens to come to the Ballroom, where the aforementioned situation occurred. The President of the Agency, Minerva Martinez Garza ordered the beginning of a pre-trial for the self-initiated inquiry, to gather information on the case through a constant monitoring of the media.

Qualified personnel in the Orientation and Reception of Complaints Unit started a process on Sunday to investigate the alleged denial by elements of any calls to received by the Civil Force to immediately come to the incident site before as stated in the citizens’ complaint. In the same order, State Human Rights Commission specialists will contact people who were present for information and to offer them psychological care and support.

The assault occurred before midnight on Saturday, when a group of armed men broke into the Centro Social Caja Cerro de la Silla, located at the junction of avenidas Río Nazas and San Salvador, South of Monterrey, where a young woman’s 15th birthday was celebrated. Instead, Julio César Cruz Sanchez, 32, who was one of the godparents, received multiple bullet impacts that caused his death. BC Aerospace Industry Grew in 2012 (Uniradio Informa, 12/31/12)

Tijuana, BC - 55 companies generated 13,000 jobs in the aerospace sector of Baja California during 2012, according to estimates from the Secretariat of State Economic Development (Sedeco). The Under Secretary of Economic Promotion of Sedeco, Paulo Alfonso Carrillo Regino, noted that Baja California has approximately 55 companies, which represent 25% percent nationally. He pointed out that these companies generated 13,000 jobs, equivalent to 50% of the national level, which positions Baja California as a leader in this sector.

This leadership in the sector is due, he said, to the supply chain, human resources training, strengthening in obtaining certifications and above all, the grouping of companies, educational institutions and the Government. The training of talent gives support to the industry, he added, through academic programs that meet the demand of businesses like Aerospace Engineering through the Autonomous University of Baja California (UABC), he added.

He noted a Mechanical Engineering specialization in an Aerospace Engineering Master's Degree is offered at the Center of Technical Education and Superior (Cetys) University. He said that in addition, licenses in Harnesses are offered through the Universidad Tecnológica de Tijuana (UTT) in conjunction with the Association of Technological Institutes of France.

Also, he added, companies in the State found support through educational programs to meet the needs of their demands. As example cited is the opening of the Training Center for Industrial Work No. 84 (CECATI), which initiated a project with GKN Company to provide aerospace trained human capital. The project was supported by the Government in conjunction with the National Council of Science and Technology (Conacyt) that allocated resources of 3.94 million pesos ($303,000 US) for equipment at the Center.

He noted that employees of UTC Goodrich also received their diplomas by training in a course on composite materials given by the UABC. Also, to strengthen the supply chain making today's enterprises more competitive and offer more attraction to potential investors, the 3rd Aerospace Forum of Suppliers at the Campus of Cetys University in Mexicali, was formed.

This forum was attended by 104 company representatives. In addition, 326 business meetings were held in which a lawsuit with value of approximately $32.5 million US was settled, he reported. He said that he will continue to support the industry through promotions with the help of incentive laws that promote competitiveness, economic development and innovation incentive programs.
