Tijuana, BC - Health authorities and Rescue and Civil Protection personnel warn citizens low temperatures will reach down to three degrees Centigrade on Wednesday and Thursday, which is very cold, said the Director of Civil Protection of the City, Antonio Rosquillas Navarro.

The official said the cold front that arrived in the region on Wednesday afternoon comes from Alaska and therefore the decline in temperatures is very noticeable. First there was rain and then a mass of polar air reached the urban area causing intense cold on Wednesday evening.

The highest the thermometer will reach is 14 degrees Centigrade, so it is recommended the population stays well-sheltered and maintains adequate use of heaters paying special attention to children under five and the elderly.

The most important consideration is for people to refrain from using oil-base or kerosene heaters, because they produce carbon monoxide, which is undetectable and causes death. Only electric or gas-based heating is safe.

All units are on alert for any emergency that may arise. He added that the higher elevation areas of the city may experience temperatures down to one degree Celsius.

Tijuana, BC - With an aim of starting a business project or to obtain business, technical or financial tools to strengthen their business, 8,688 entrepreneurs took advantage of free services offered by the Business Care Center (CAE) in Tijuana during 2012, said Undersecretary for Attention to Micro, Small and Medium Enterprise of Sedeco, Nathanael Ramírez Angulo.

This figure represents an increase of over 100% in the number of people served last year, whose main function is offering connections, counseling and management of financial services that enable, promote and strengthen the operation of MSMEs in the State, he added.

The official considers this increase the result of opening a new office in late 2011 in Mariano Matamoros, allowing greater coverage and attention since the largest number of MSMEs in the city is concentrated in this area.

Training is the key to strengthening business performance and to ensure that new entrepreneurs initiate their projects with more solid foundations that allow greater survival. Therefore in this period, they offered 191 courses in coordination with other institutions and agencies such as Entrepreneurship and Empreser, among others that were attended by 5,572 people.

The main themes that were offered were: Marketing, Undertaking with Success, Time Management, Bar Codes, Business Planning as a Tool of Success, Entrepreneur Development, BC Funds, Administration, and Business Simulator, to mention a few.

On the other hand, CAE 686 Credit Management will continue promoting the participation of more entrepreneurs next year through various schemes available for this business segment in the Entrepreneur Fund and undertake a program of training for traditional businesses and assistance to Social-Based companies.
