Casino Does Not Justify Land-Use (El Vigia, 12/20/12, by Gerardo Sanchez)
Ensenada, BC - For not filing an authorization for a change of land use, the Tenth District Court denied a final suspension requested by Play Entertainment Company, operator of Casino Megawynn that was closed by the Municipal Government on two occasions.
Through a press release by the 20th Council of Ensenada, it reported the resolution was issued Tuesday, December 18 and the final request for protection against municipal authorities was refused for a lack of necessary permits to operate house games.
In the resolution for protection, action 892/2012-1 states the complainant is saying the casino representative has not "presented the authorization for the change of land use required by article 305 of the building regulation law of the municipality of Ensenada", and shows only a construction license to expand what was a disco bar.
Also pointed out was the case of a remote betting center. The Municipal Government was notified 15 days in advance about its opening, and will have a study to justify its location. None of those requirements were met by Casino Megawynn, according to the ruling, said municipal authorities.
The gaming facility was opened November 21, then closed December 2, but re-opened six days later, thanks to federal protection. And finally, on December 15 the Government closed the business for good. http://www.elvigia.net/noticia/casino-no-justifica-uso-de-suelo
Truck Driver Leaves Migrant Laborers Stranded (El Vigia, 12/20/12)
Mexicali, BC - Since there is good coordination with the various rescue institutions in the entity, a mishap involving agricultural workers stranded in the Laguna Salada region was avoided, reported the State Director of Civil Protection Alfredo Escobedo Ortiz. The official recalled a call alert was received in the 4C at approximately 7 p.m., in which it was reported a truck was stranded with passengers aboard. It had apparently already been several hours, so emergency protocols were immediately activated.
Escobedo Ortiz stressed that it was immediately established with other emergency institutions, such as Fiarum, Preventive State Police, Civil protection and firefighters from Mexicali and rescue brigades of the Sun Group staff that worked in coordination of the rescue efforts. Seven people were transferred in two ambulances of the fire brigade and Sun Group to receive medical attention. Others were transported in a passenger bus of the Sun Group where they spent the night in the temporary municipality shelter in colonia Guajardo.
Federal Police contacted the legal representative of the laborers’ carrier, who reported they sent a driver to ensure the final destination of the people, 40 adults and 22 children, who came from San Quentin with a destination of Culiacan, Sinaloa. He recalled the truck began to have mechanical failures since last Saturday, but the truck became stranded in Laguna Salada where they stayed since Monday morning. One of the laborers said that presumably the driver went to Mexicali for the needed repair parts, but never returned. Workers then decided to ask for help on Tuesday afternoon.
The State official took the opportunity to recommend the population who travel, to check the mechanical condition of their vehicle and carry a device to communicate any emergency. If there is an emergency report it to the State Emergency phone line 066. http://www.elvigia.net/noticia/deja-chofer-en-la-laguna-salada-cami-n-con-jornaleros-migrantes
