Border News Translations: Mayor's Law Violations; Police Complaints Accepted

ENSENADA (En Linea Tijuana) - In flagrant violation of State Electoral law, the uppermost Mayor, Enrique Pelayo Torres kicked off a campaign of personal self-promotion in every corner of the port. This weekend thousands of visitors saw, at the main entrances and exits of the city and tourist roads in the downtown area, that billboards were installed supposedly "promoting" Bella Cinderella with a picture of the Mayor. In this way, the municipal President of the PRI violated article 134 of the law prohibiting public servants' use of public resources in media and advertising to disseminate their image for future purposes. It should be noted that there are also radio "spots" where the voice of Enrique Pelayo is heard, as well as a printed supplement where his photograph is on almost every page. This situation is uncomfortable to many people who reacted annoyed to see how the Mayor spends thousands of dollars in his self-promotion.

MEXICALI (En Linea Tijuana) - A total of 30 complaints have been submitted against elements of the State preventive police (PEP) to Sección de Denuncia y Control Social de la Comisión de Seguridad Pública del Congreso del Estado. They will be delivered Thursday to the appropriate authority for investigation and office of responsibility, reported licenciada Lorraine Mariela Noriega Vélez, holder of this section. Noriega Vélez noted that the latter has received 20 complaints by citizens who have been victims of abuses by agents of the PEP. Offices of the legislative power are empowered to address these kinds of allegations. Seven people, one of which is the mother of a young man who was "lifted" by agents of the preventive State police after breaking into his home, have reported the complaints at Estación Victoria del Valle de Mexicali. She added that according to the guidelines governing this complaint section, two separate items have been sent to the authorities to designate a report on the follow-up of each particular case to date. She explained that the Procuraduría General de Justicia del Estado (PGJE) nombró al Visitador General, Abel Galván Gallardo, has this responsibility, while the Secretaría de Seguridad Pública did the same as the director de Asuntos Internos de la dependencia, Humberto Reyes Moreno Morales. This section is integrated with, as well as the Comisión de Seguridad Pública, Deputy Vizcarra Calderon, by deputies Montejano Juan de la Torre and Francisco Sánchez Crown, who shall meet once a month, to hear matters received as well as progress of the same. The holder of Sección de Denuncia y Control Social explained that they are waiting for the five Presidentes Municipales del Estado designated by the officer. Respective connections shall be established in order to have them receive complaints that correspond, but clarified that so far it had not received any complaints against members of the municipal police. He said that once they begin to function as receivers of complaints, it is expected that the number of charges will increase significantly. The official invited citizens of the State to go to the offices of any of the 25 members of the entity, when they feel they have been persecuted by one of the State or municipal security agencies, with the assurance that the complaint will be assessed by the legislative power of the State.
