Border News Translations: Milkman Steals Gas; Repeat Criminal; 17,000 lbs of Pot Seized

TIJUANA (AFN Tijuana) - Agents of the Federal Police detachment in Tijuana yesterday arrested Oscar Collin Samano, 60, after surveillance and an anonymous complaint from a citizen. The detainee told federal agents he was engaged in extracting gas from a PEMEX pipeline. According to information provided to this border news agency, Collin Samano tapped into an insecure pipeline of Mexican Petroleum (PEMEX). For ‘milking’, a tube is connected for regular easy siphoning of gasoline. The man lived on one side of the connection in a mobile home. The arrest was carried out in the town of Valle Bonito, off Boulevard 2000 in the east part of the city. Staff of the fuel company will repair the damage to the pipeline. Criminal prosecution is the responsibility of the Federal Public Ministry.

TIJUANA (AFN Tijuana) - The police officer who was arrested last week on charges of extorting a Chinese businessman, had already committed the same crime previously, reported Secretary of Municipal Public Safety, Captain Gustavo Huerta Martínez. The police officer is alleged to have extorted money from the man before, demanding smaller amounts of money. However, over time, demands increased, so the victim decided to report the incident. The Secretary-General stressed that the police officers who commit criminal acts will be investigated and if responsible, prosecuted, as happened in this case. They bring discredit to our institution. On the other hand, those who are interested in entry to police services must be academically prepared, or they will not qualify under the career civil service profile. During the interview, they said they would buy more than 200 police jackets and 74 Pick Up trucks as part of operating equipment investments. This includes 200,000 rounds of ammunition, 400 uniforms and 177 long guns needed for protection from dangers that police elements undergo daily to carry out their work. He added that within the Security Plan of 2010-2013 their would be a controlled system of rewards and incentives to staff, such as for improved performance, in order to motivate them to perform their duties well and better serve citizens by strengthening security, particularly in areas of greatest criminal recidivism in the city.

They were found in a cellar on Avenida San Pedro, in the Magaña area of La Mesa. This morning the Federal Investigation Agency (AFI) received an anonymous complaint, reporting a property in the city of Tijuana was used to store packages of drugs. Federal agents with the help of military elements, moved to take the home where they found and seized more than seven tons of dry grass, allegedly marijuana, as well as 69 doses of Crystal, 2 long guns, a short weapon, 4 magazines and 71 bullet cartridges. The Public Prosecutor's Office began an inquiry into the crimes against health charges to find whoever is responsible. At the home where the drugs were confiscated the army apparently had a detainee, however, that information has not been officially released so far. The confiscated drugs and weapons will remain secured for the Public Prosecutor’s investigation.
