TIJUANA (El Linea Tijuana) - Through joint ventures and use of special elements the Policía Estatal Preventiva (PEP) (State preventive police) are stationed at specific locations in the five municipalities of Baja California. This is meant to stop criminals from taking advantage of the Easter holidays to commit crimes such as stealing from homes. A study of colonies within Tijuana where higher crime incidence occurs, led authorities to implement strengthened surveillance to provide security and confidence to citizens about their well-being without neglecting the fight against crimes of higher impact. The director of PEP, Oziel Arturo García Hernández, reported they already began surveillance patrols and preventive measures to detect any actions that could lead to criminal acts, and provide a timely response to situations of a delicate nature. “Operation Easter 2011 is already underway, with around 400 State agents divided into three shifts providing security to the bajacalifornianos, ensuring their safety while on holiday with their families. Monitoring will be permanent, 24 hours a day”, said Hernández García. He added that according to information collected by the various analyses carried out, they consistently detected 10 colonies within each municipality with the greatest criminal activity. Intensified police surveillance is now being conducted at these places to prevent all kinds of illicit acts such as thefts, drug sales and weapons possession among others. TIJUANA (El Linea Tijuana) – Yesterday, activists and migrants staged a stations of the cross leaving from Casa del Migrante to the metal border fence where they demanded the Government of United States stop anti-immigrant politics that have caused dozens of deaths in their attempts to illegally cross into their neighboring country. Headed by the director of the "Scalabrini" migrants’ house, Luis Kandierzky, and around 50 recently deported migrants participated in the five-kilometer march. The Scalabrinian Missionaries provide a variety of migrant services. Organized by la Asociación Pro migrante A.C. and Casa de la Madre Asunta, the procession occurred around 11a.m., made two stops for speeches and a third at the border fence, where thousands of crosses were placed. Prayers were led by the Casa del Migrante director, who prayed for people around the world attempting to cross the border illegally, to have better lives. Migrants deported from throughout the Republic of Mexico, such as Guanajuato, Puebla, Sinaloa, Nayarit, Aguascalientes, Zacatecas and Colima participated. They also reported their ordeals of attempting to cross the border and the abuses they were subjected to by the “policías mexicanos” to the media.

At police headquarters, the victim stated, “I want to thank the Policía Estatal Preventiva for having rescued me, and I would like to invite citizens to make anonymous calls and report crimes”. The rescue operation was conducted at 2 p.m. when the PEP troops located the motel where a criminal group supposedly had the kidnapped person. A clear allegation made to the anonymous #089 line initiated PEP agent intelligence work, making it possible to locate them in la colonia Valle del Sur 1 where the victim apparently was also. At the Valle Sur Motel, the PEP agents entered room 24 and liberated the victim who had his hands and feet tied, was blindfolded and had a caretaker attending to him. The detainee, identified as Agustín Huerta Robles, 26, was arrested and criminal charges were initiatived. First reports of the April 11 kidnapping were made after the release. He was kidnapped from la colonia Rancho Chulavista in Playas de Rosarito near the General Hospital. It was said the hijackers asked family members for about $100,000 for his release.
