Visduh, The odd thing is that many parents in Sweetwater buy a bus pass. I don't know how it was in the north county, but the bus passes were not cheap. I wondered why the district didn't try increasing the bus pass price slightly before cutting...

Thanks to tomjohnston for referring readers to the VOSD article on Poway's borrowing. It's a good article and food for thought. A few months back Sweetwater borrowed from the county. I recall Brand said it was a very low interest rate, but the amount was unspecified. Some people wondered why the district would be borrowing when Prop O money or state matching funds are presumably available.

He told me that when Brand made the agreement it was on the condition that the parents of the transfer student would get them to the school they were going to. Dust Devil Settles in Southwest High’s Dumped-Dirt Debacle

Southbayer, The question of accountability is an interesting one. I still need to learn more about district protocol. If you move large amounts of dirt in most cities, you have to file for permits. It's hard to believe that there weren't more district regulations or ed code or such involved. Then there is the question of accountability for students having a degraded/unsafe field and track. If you go to Southwest, you will see that the tennis courts too are very poorly maintained. Is the district spending money elsewhere that should be going to schools like Southwest?

What a great read you've posted, Surfpuppy, instructive too. My favorite part was the description of the wandering inattentive council members but I've cut and pasted the meat of it. I'm surprised they didn't mention people playing games on their phones or computers which is a little too common in some local meetings... ...We do not presume to tell the city council how it must conduct itself as a legislative body. Here, however, the city council was sitting in a quasi-judicial role, adjudicating the administrative appeal of constituents. A fundamental principle of due process is "he who decides must hear." (Vollstedt v. City of Stockton (1990) 220 Cal.App.3d 265, 276.) The inattentiveness of council members during the hearing prevented the council from satisfying that principle. ...
