You are right, of course, anniej....but the board will likely take advantage of their authority to limit the time on public comments. That is the reason I suggested the strategic tactic of dividing up the comment topics among the speakers so every topic is covered by at least one speaker. Be sure to note in your comments your sentiments above for the record. Perhaps some signage to the effect of 'don't limit my speech" might get the attention of the media and the new board members who would probably prefer not to be embarrassed.— June 29, 2014 11:51 a.m.

Good point Eastlaker....I don't believe Phoenix has any limit on the number of classes that can be taken at once in order to allow the veteran student to qualify for full veterans educational benefits. Your comment above about the application/enrollment timeline at CSUs and UCs is also relevant ... it is much easier to apply at the privates because they want the money and as it has been noted, probably pay some sort of commission for the enrollment counselors. Spaces at the publics are limited and enrollment is a more arduous and bureaucratic process. I am aware that many community colleges have Veterans Service Centers which are designed to provide counseling and other support services to enrolling and continuing veteran students.— June 29, 2014 11:46 a.m.

I believe the Brown Act does allow the board to limit the time each speaker has, and to limit the total amount of time per topic. Three minutes is pretty standard, and is about 750 words for the average speaker's pace. It means comments will need to be well organized and to the point quickly. That said, why not 'divvy up' the comment subjects among the speakers in order to make sure every topic that needs addressing has been spoken to by someone of the speakers. Each speaker can also 'second' the comments of the previous speaker(s) so the board gets an idea of the breadth and depth of the sentiment of the public comment. Ed Brand and Co continue to show distain and disregard for the public they are supposed to be serving. A public agency led by true leaders would welcome an interested public ... that would also be a sign of having nothing to hide!— June 29, 2014 11:32 a.m.

The University of Phoenix model provides (and some others such as National Univ) is attractive to the more mature 're-entry' student because it does not require adherence to the semester or quarter system. Instead, classes are offered in fast-rack modules of five-six weeks, enabling the participant to complete one (or two) class(es) quickly and move along. The model offers a more efficient path to degrees, something the public UC/CSUs have yet to adopt. Some community colleges have 'weekend college' type formats that provide some of the advantages of the modul-type system, but they are not widely offered and the curriculum offerings are narrow. If our public institutions would offer course programming attractive to the mature adult, I think more of the veteran students would participate. Maybe Cartmill is not taking enough of his own vitamin supplements! It would not surprise me if he did run again because after all, he has 'owned' that seat for such a loooooong time and carries the mantle of 'minister'.... He believes his own puffery. Further, it has always been my belief that Cartmill's personal finances are not terribly ample (remember the loan from Brand? Which is illegal as all get out and might be enough to get Brand hauled before the Grand Jury if the statute of limitations has not run out) and the Board stipend also carries benefits for him and his family, which is certainly worth a lot to someone with shaky personal finances. (Same can be said for McCann who does not seem to have any visible means of support except his military reserve so-called service.)— June 28, 2014 11:51 a.m.

I agree that the 'where' Gandara will serve out his house arrest will be most telling. Can't believe any judge, even Espana, would let that be somewhere out-of-state! Recall that Gandara, Sandoval and Ricasa were originally charged with extortion too, but those charges were later dropped on a time-related technicality, I believe, but they were indicted as the extortionists they are. AMEN to kudos to Susan Luzzaro. I continue to wonder if Judge Espana has ever articulated that these perps have stolen from the public they are supposed to be serving...she should be representing the community that pays the freight for the schools our children attend. Judge Espana...wherefor art thou? Who are you for? Let someone know that the public has been damaged by these perps and their selfish acts. I believe he was indicted for 29 felony counts. According to the sworn testimony in the transcripts, he frequently solicited money and favors from the vendors, rather than passively 'accepting' them, and was quite specific in the details, even complaining when the seats at a football game were not to his liking! I continue to wonder why Judge Espana doesn't have a few words to say to the community about how their public trust has been violated by such admitted perfidy.— June 25, 2014 10:20 a.m.

Perhaps the other members of the BOC would be present at the upcoming board meeting to speak during public comment regarding Mr. Marinovich's value to the community as a member of the BOC, especially with regard to his technical expertise. If Brand & McCann get away with this dirty trick now and are able to fool the four interim board members into doing Brand's bidding, goodness knows what will take place between now and December when a new board is seated.— June 24, 2014 11:22 a.m.
