I agree that Brigantine's fish tacos are better -- and happy hour is the time to order them. There's also, if you're in Encinitas, a small restaurant called Mexican Viejo, which has superb fish tacos and burritos. Their tacos make eating at Rubio's similar to dining out on cardboard.
