County To Refund 2011 Assessments For Greater Golden Hill MAD
These assessment districts circumvent the tax laws in every way - from the initial voting to the contracting requirements. The "one person one vote" we were all taught doesn't apply. In this case, the city itself decide to vote on behalf of its properties. The courts called this "mischief." This is so contrary to what Americans believe about the voting process that people don't understand how it works. It is never explained. And thanks to the Reader, the details have emerged over the years, and the court system has agreed. "Financial district" is just another way of saying "assessment District", which is another way of saying totally outside the laws governing taxation, not to mention bypassing contracting laws, citizenship, and a few other legal technicalities.— March 19, 2012 6:15 p.m.
Will Golden Hill Residents Have to Pay for Their Now-Defunct Maintenance Assessment District?
This assessment district was declared invalid by the courts. The city knew they were facing giving money back. Instead, they just kept spending. To quote Todd Gloria, the City Council member for this area, “… residents may not see all their money returned because some of it has been spent …. We’re going to do what the law requires us to do. We will do everything that we are required. We will work to make sure that everything the court has ordered is done.” This is presented as though the city has a choice. They will do nothing to make it right unless it is under Court Order. The CITY could have placed the money in an escrow account after the assessment was ruled invalid by the Superior Court. They didn’t. They figured if they spent it all, they wouldn’t have to give it back. Not every community can go to court. Otherwise, San Diego would have to give up all of these assessments.— March 17, 2012 3:40 p.m.

Certainly the city will NEVER willingly give money back to the citizens. It isn't the San Diego way. And what will happen to all the stuff? The $7000 worth of flower pots (before flowers), the banners, the dog-poo bag dispensers, the banners, the trash cans?
