City Issues Partial Refunds To Residents in Greater Golden Hill
If taxpayers had DELAYED their tax payment instead of paying on time, they would get their refunds, since they would be INSIDE the Statute of Limitations window, not OUTSIDE. City Attorney Warns City Against Formation of Assessment Districts
The city was told in 2008 that their implementation of State Law was illegal. Note that the city always says "must spend time and money defending against lawsuits" or "determined to be insufficient by a court." Will somebody, some day say "The City of San Diego respects the law." Or how about, "If it's illegal, the City of San Diego won't do it." Adding, interested parties who want to form a private business association, don't have to record a lien against their property. They can just join. It's that simple. The City delayed so that they could invoke the Statute of Limitations to avoid payment, even when they said it wasn't applicable. This is how the City treats its citizens--the people who PAY all of those other taxes, in addition to special assessments. It is fun for them, because it is a game they can always win. Downtown San Diego Partnership spends taxpayer dollars on a consultant
One of the problems with these non-profits is that they are not non-profit for everybody, certainly not in terms of salary. The people who sit in the offices and manage the people sweeping the trash (whom they never see) is not a number you can find in the audited scheme of things. Probably the non-profit manages the contractor (outsourcing), who has a manager, who subcontracts the sweeping, which is then managed.
