It appears on your tax bill with the word "tax" at the top. But to the city and to the local courts, it's not a tax. One sure thing: the legal costs to the city come from taxes. Did the city collect this money already? Did the County Assessor give it to them? Anybody seen it?— August 2, 2014 6:11 p.m.
Bylaws and sweethearts in Hillcrest
As I understand it, this BID is in no way voluntary. Money is collected via the city fees or county tax assessor. If you have a a business or property, you have no choice. The BID management then gets start-up money, and submits bills for their expenses on a monthly basis. The city "manages" the district, charging 9% for their efforts, and reimburses the BID for whatever is submitted. Were any ever disapproved by the city? These expenses were approved by the city. The management of the BID itself is not subject to the same constraints imposed by the city on itself, such as selecting the lowest bidder. It is very much an insiders game.— June 25, 2014 6:02 p.m.
Fizzle for shizzle in La Jolla
The day I went to visit the seals (also the subject of extensive legal problems, although I am not sure they have their own lawyer); in any case, they weren't where they were supposed to be. They were over at La Jolla Cove, swimming around. They looked entirely happy there. So, how do we know how the seals really feel about the fireworks? Did anybody know the seals could swim around the corner? If dogs are frightened out of their wits, what would a seal think? This is a nature preserve, after all. Did any of the consultants ($157,984 worth) actually go to see what was there? The fireworks may be settled, but there's still the seals to consider.— June 14, 2014 9:04 a.m.

City can’t drag its heels any longer
These lawyers were there for the people - at the city, the community's objections were ignored. The Court and the Appeal Court sided with the legal arguments.
