There is already a mechanism in place for handling all these issues - it's called the City of San Diego. Contracting out government services may work for street repairs, but no so well for governing. Using this example, none of the constraints in place in the city of San Diego for contracting for things like street repairs flow down to CIvic San Diego, who can pretty much contract out as they please, or do as they please. And yes, our City Attorney must have said that this is all perfectly legal, based on information from our city employees. Giving Civic San Diego the powers vested in the municipal government is the single worst action the City of San Diego government has ever taken. The government in this country is vested in our elected representation and our city charter. We are a government of the people, by the people, and for the people. Everyone who lives there pays for the lights through special assessments. We do not hear if that is how they would have chosen to spend their money, given the opportunity to decide for themselves. The MADs and PBIDs write the checks, and decide who gets the contract to install them. The city reimburses them. Let's see. The Mission Beach locals are paying with THEIR money, and the city is paying with OUR money. The locals may eventually get some money back from, it turns out, the rest of us, the ones who give it to the city. What exactly would the city lose by accepting the court decision? Unfortunately, suing the city is the only way to get them to follow state law. This is not as easy to do as it might seem, but the frequency with which it occurs should be an indicator to our city government at the people's frustration level with city management. We tried Pacific Time based on your review, and it was fabulous! But I must argue with you on your opinion that it is inconveniently located - it all depends on where you are coming FROM, after all.
