What lies in Clairemont's future?
You bring up an excellent point. The planning commission struggles with this all the time. Big projects come in and while they are sometimes asked to do a bit of this and a bit of that, they are quite often asked to pitch in much later on a horizon event more than a decade later (I heard someone from the city recently say they weren't sure if some money paid by a developer for a future problem was even still available to address that problem - and that's a whole other discussion of where the money goes). It seems to me we need to be more proactive. Developers that claim to have a transit oriented project, they usually want to put the public transit improvements last when they should instead be first on the list.

What lies in Clairemont's future?
I'm sure the people that live in those houses feel differently. Could Clairemont use a sprucing up? Yes. I wouldn't say that most of the homes were built on the cheap though, that's a bit of a stretch. It's a balancing act though, if you take away that less swanky housing, it makes Clairemont less and less affordable. This used to be an area that was affordable for anyone. It's not so much anymore. Much of that "substandard" housing is going for near $2,000 a month.

Seabreeze Farms in Carmel Valley will cut horses to make room for elderly
Beyond this one senior housing project in this very affluent area, there's a bigger issue at play here and it's not that venture capitalists see senior housing as a "hot investment." It's rather the tsunami of seniors that will come of age in the next decade or two that may be in hot water when it comes to being able to afford housing and care. It's no secret that San Diego has one of the least affordable housing markets in the country. The math is simple - rents won't go down until housing stock goes up. There's no one culprit in this untenable situation, but there are a few usual suspects: communities constantly up in arms over adding density, cities selling off land with affordable housing to developers that build luxury residential units that most San Diegans can't afford, and developers that repeatedly choose to pay a fee in lieu of adding a few affordable units. A fee that rarely ends up in the same neck of the woods from whence it came. A May report put out by the California Housing Partnership (with input from SDHC) pointed to the rental crisis in the county. It states that renters need to make $6,467 a month to afford the median rent of $1,940. Since 2000, median rent has increased by 36-percent while median income for renters has increased by only 4-percent. Add to that, state and federal funding cuts that led to a 69-percent reduction in affordable housing since 2008 - and it's no wonder things seem a bit bleak for senior renters. A 2014 Harvard study funded by AARP stated a concern about the aftermath of the 2008 financial meltdown making households aged 50-64 less prepared for retirement than previous generations, especially among renters. The study suggests that typical senior homeowners have enough wealth to cover 57 months of nursing home costs while median renters can't afford even one month. With one in five people expected to be at least age 65 by 2030 and one in eight aged 75 by 2040, the federal budget is likely to feel the squeeze. In FY 2013, the social security administration reported that social security and Medicare accounted for 41 percent of federal outlay. As the population ages, this percentage will swell. Add in the number of seniors that could be in desperate need of assistance with affordable housing and care and it could well be a disaster of titanic proportions if not planned for now.

Mark, Developers have their eyes on that undeveloped land and often make an offer that is hard to refuse. Senior housing is needed but what is also needed are families willing to care for their elderly. I cared for my grandmother the last year of her life and even though it was hard, I would do it again in a heartbeat.

AP tests at Scripps Ranch invalidated
You make several interesting points. Do AP courses actually have the same benefit as spending quality time with a more learned professor that is teaching a subject he or she is passionate about? I understand why the students are freaking out about having to retake all those tests. But they might surprise themselves and do better the second time around. All that info should still be in their heads. If not, than what is the point of the classes or the test? Learning is a lifelong pursuit and if we have students learning only for testing or a grade, we are missing the point of learning bigtime.

AP tests at Scripps Ranch invalidated
As I understand it, they make the school do a seating chart. I'm not sure how schools keep making these same mistakes when giving the test. I'm not sure why they don't like partitions - maybe it has something to do with whoever is supervising can't supervise as well? Bottom line, whoever was in charge didn't follow the rules set down. I agree that students shouldn't have to suffer the brunt of it all. They did what they were told.

Is Kaiser adding to Kearny Mesa traffic?
John: I think most at the meeting admitted that it was a problem before the hospital came, but some thought that the hospital either didn't help or had made things more impacted. Both the Zion location and the new location are crammed with businesses. I used to work over that way years ago and it wasn't quite as bad as it is now, but there's always been traffic. What I found curious was that Kaiser staff was instructed to leave Clairemont Mesa Boulevard alone and instead use Balboa. I can understand asking some of them to do that, split it up - but to pile all that traffic onto a very busy street like Balboa - a major artery that gets used coming all the way from PB and going all the way to Tierrasanta seemed a bit odd.

AP tests at Scripps Ranch invalidated
After the article was handed in: Douglas Christiansen board of trustees chair for the College Board was unable to comment because he was out of the country but forwarded me onto Jaslee Carayol. Carayol said on July 10, "A test security incident prompted the investigation that revealed massive seating violations, and when a high school does not comply with the College Board’s test administration requirements, an indeterminate number of students can gain an unfair advantage. For that reason, while we take the decision to cancel scores very seriously, there is no alternative in such situations." They are offering all affected Scripps High students two fee-free testing opportunities.

What lies in Clairemont's future?
You bring up an excellent point. The planning commission struggles with this all the time. Big projects come in and while they are sometimes asked to do a bit of this and a bit of that, they are quite often asked to pitch in much later on a horizon event more than a decade later (I heard someone from the city recently say they weren't sure if some money paid by a developer for a future problem was even still available to address that problem - and that's a whole other discussion of where the money goes). It seems to me we need to be more proactive. Developers that claim to have a transit oriented project, they usually want to put the public transit improvements last when they should instead be first on the list.— July 11, 2017 8:59 a.m.
What lies in Clairemont's future?
I'm sure the people that live in those houses feel differently. Could Clairemont use a sprucing up? Yes. I wouldn't say that most of the homes were built on the cheap though, that's a bit of a stretch. It's a balancing act though, if you take away that less swanky housing, it makes Clairemont less and less affordable. This used to be an area that was affordable for anyone. It's not so much anymore. Seabreeze Farms in Carmel Valley will cut horses to make room for elderly
Beyond this one senior housing project in this very affluent area, there's a bigger issue at play here and it's not that venture capitalists see senior housing as a "hot investment." It's rather the tsunami of seniors that will come of age in the next decade or two that may be in hot water when it comes to being able to afford housing and care. It's no secret that San Diego has one of the least affordable housing markets in the country. The math is simple - rents won't go down until housing stock goes up. There's no one culprit in this untenable situation, but there are a few usual suspects: communities constantly up in arms over adding density, cities selling off land with affordable housing to developers that build luxury residential units that most San Diegans can't afford, and developers that repeatedly choose to pay a fee in lieu of adding a few affordable units. A fee that rarely ends up in the same neck of the woods from whence it came. A May report put out by the California Housing Partnership (with input from SDHC) pointed to the rental crisis in the county. It states that renters need to make $6,467 a month to afford the median rent of $1,940. Since 2000, median rent has increased by 36-percent while median income for renters has increased by only 4-percent. Add to that, state and federal funding cuts that led to a 69-percent reduction in affordable housing since 2008 - and it's no wonder things seem a bit bleak for senior renters. A 2014 Harvard study funded by AARP stated a concern about the aftermath of the 2008 financial meltdown making households aged 50-64 less prepared for retirement than previous generations, especially among renters. The study suggests that typical senior homeowners have enough wealth to cover 57 months of nursing home costs while median renters can't afford even one month. With one in five people expected to be at least age 65 by 2030 and one in eight aged 75 by 2040, the federal budget is likely to feel the squeeze. In FY 2013, the social security administration reported that social security and Medicare accounted for 41 percent of federal outlay. As the population ages, this percentage will swell. Add in the number of seniors that could be in desperate need of assistance with affordable housing and care and it could well be a disaster of titanic proportions if not planned for now.— July 11, 2017 8:37 a.m.

Mark, Developers have their eyes on that undeveloped land and often make an offer that is hard to refuse. Senior housing is needed but what is also needed are families willing to care for their elderly. I cared for my grandmother the last year of her life and even though it was hard, I would do it again in a heartbeat.— July 11, 2017 8:32 a.m.
AP tests at Scripps Ranch invalidated
You make several interesting points. Do AP courses actually have the same benefit as spending quality time with a more learned professor that is teaching a subject he or she is passionate about? I understand why the students are freaking out about having to retake all those tests. But they might surprise themselves and do better the second time around. All that info should still be in their heads. If not, than what is the point of the classes or the test? Learning is a lifelong pursuit and if we have students learning only for testing or a grade, we are missing the point of learning bigtime.— July 11, 2017 8:29 a.m.

As I understand it, they make the school do a seating chart. I'm not sure how schools keep making these same mistakes when giving the test. I'm not sure why they don't like partitions - maybe it has something to do with whoever is supervising can't supervise as well? Bottom line, whoever was in charge didn't follow the rules set down. I agree that students shouldn't have to suffer the brunt of it all. They did what they were told.— July 11, 2017 8:23 a.m.
Is Kaiser adding to Kearny Mesa traffic?
John: I think most at the meeting admitted that it was a problem before the hospital came, but some thought that the hospital either didn't help or had made things more impacted. Both the Zion location and the new location are crammed with businesses. I used to work over that way years ago and it wasn't quite as bad as it is now, but there's always been traffic. What I found curious was that Kaiser staff was instructed to leave Clairemont Mesa Boulevard alone and instead use Balboa. I can understand asking some of them to do that, split it up - but to pile all that traffic onto a very busy street like Balboa - a major artery that gets used coming all the way from PB and going all the way to Tierrasanta seemed a bit odd.— July 11, 2017 8:20 a.m.
AP tests at Scripps Ranch invalidated
After the article was handed in: Douglas Christiansen board of trustees chair for the College Board was unable to comment because he was out of the country but forwarded me onto Jaslee Carayol. Carayol said on July 10, "A test security incident prompted the investigation that revealed massive seating violations, and when a high school does not comply with the College Board’s test administration requirements, an indeterminate number of students can gain an unfair advantage. For that reason, while we take the decision to cancel scores very seriously, there is no alternative in such situations." They are offering all affected Scripps High students two fee-free testing opportunities.— July 10, 2017 1:21 p.m.
