When I read the reg to get my driver's license, decades ago: the California State DMV printed "driving is a privilege" -- add that driving laws were enforced differently back in such time. [but then the California DMV management has changed since then] Even when the State's economy was not in good condition, the driving laws were not enforced as in the past.
