*Correction*: The article gives the wrong section of the Municipal Code. I apologize for the error. Here is the correct section that City Attorney provided in his email: >Section 10.62.010.B of the Chula Vista Municipal Code was also modified at that time to expressly provide for this type of arrangement: 10.62.010 Parking enforcement – Authorized agents. A. Every police officer and every City employee, and every volunteer (designated by the Chief of Police) charged with enforcement of the provisions of Chapters 10.52, 10.56 and 10.60 CVMC relating to illegal parking and time limitations in parking meter zones, the provisions of the California Vehicle Code, and the other laws of the state applicable to parking violations within the City, shall have the duty, when any vehicle is illegally parked, to issue written notice of violation thereof stating the state vehicle license number, make of such vehicle, the time and date of such illegal parking, meter number, street location, and a reference to the appropriate section of the code and the amount of the penalty for the violation. B. Contract Enforcement. The City may enter into a contract with a duly qualified company, approved by the Chief of Police, to provide enforcement of Chapters 10.52, 10.56 and 10.60 CVMC relating to CVMC infractions only. City of Chula Vista sued by woman who fell as a result of a broken City sidewalk

The lawsuit said the woman suffered head, neck, and other injuries and is no longer able to care for herself. So, it must have been a pretty bad fall. That said, I had a pretty bad fall and didn't sue anyone...talk about a missed opportunity! --dh

New documents reveal representatives from Grand Del Mar denied having dedicated helipad at resort

Visduh, you're correct the pad could be used for emergencies. The rep from the Flight Safety Standards office said the same thing. But in order to use it for anything else, PD would need to get a permit. I will have more on this as more documents come in. Thanks for reading--dh

Cyclist sues City and San Diego Velodrome Association for unsafe conditions at the Balboa Park cycling track

Java, Yes the Velodrome requires that all members sign waivers. I am not sure if Silva was a member and if he signed a waiver or not. The waiver that members do sign specifically states that the SDVA and City are not liable for any injuries or medical expenses. Being that this was over a year ago, I am not sure what the policy was then. I am still waiting to hear back from the SDVA. Thanks! --dh

Producer of the failed horse show, Valitar, slapped with more lawsuits

JNOJR, Some of the people I spoke to said that Remley was making some pretty major purchases at the time. So chances are he/they have a good amount of cash. I think some of the issues lies with Equustria Development, the production company owned by the Remleys. Some of the plaintiffs, Showtec I believe, accused the dev. co. of being some sort of shell company. I'll keep looking into this. Thanks!

JavaJoe, I'm not sure about the insurance. As you can imagine, Remley has been pretty hard to track down as of late. That said, it wouldn't surprise me if there wasn't a policy for this. The people I spoke to said the whole thing was a mess and without the help and work of all the vendors, the show would never have gotten off the ground.

Thanks for the comment CJMC92103. Just for the record, no aspersions were cast. I wrote Filner stopped construction to give more time to find out why more residents were not notified. I did not comment on the plan, or the merits of the plan. I wrote that some people were concerned in 2010. I wrote that some are concerned now. These are facts. No one is bashing Mayor Filner.
