You might want to take a look at the Political Reform Act. Criminal enforcement is handled either by the Attorney General or the appropriate District Attorney. If the FPPC is involved then it is either an administrative or civil action. In this case, it seems to be an administrative action, where, if memory serves, a $5,000 fine per violation is the maximum penalty. It appears as if the actions did not rise to the level of criminal violations of the conflict of interest laws. Sorry dude, wrong use of the word. You can't obfuscate an object. Obfuscation is the obscuring of intended meaning in communication, making the message confusing, willfully ambiguous, or harder to understand. It may be intentional or unintentional (although the former is usually connoted) and may result from circumlocution (yielding wordiness) or from use of jargon or even argot (yielding economy of words but excluding outsiders from the communicative value). Now, had you said the city was trying to obfuscate the source of the money or something along those lines, that would have been an acceptable use of the word. Union-Tribune's chief photographer heads for the Times
Apparently, a newspaper's Director of Photography position is important enough so as to warrant the National Press Photographers Association considering the position worthy of a Director of the Year award. The award is given to the editor(s) of "an outstanding newspaper, magazine, video, movie, Web site, book, or other publication or broadcast that supports and promotes strong photojournalism, and best use of photography, and whose individual dedication and efforts have moved photojournalism's standards forward while also advancing the best interests of all photographers". As it so happens, the award for this year was given to...wait for it... a newspaper Director of Photography!!.
