I am a little confused. So the police know who owned the car. It was not reported stolen. The person who was driving the car said they left it because they had no license. The owner of the car acknowledges that they are responsible for the damage. So is this car owner going to replace the sign?— February 9, 2015 1:20 p.m.

Also, the boat is registered, but there Is no way to contact the owner? no P.O. Box, no cellphone number, no nothing? The boat broke loose, lifeguards have been involved, the boat has been towed, animal services has been involved.
