The city attorney did the right thing by referring this to the D.A's office, but nobody should be surprised that the D.A isn't prosecuting. They have bigger fish to fry. If it was up to me all crimes would be prosecuted but that's not the way it works. Whether they think it's a waste of taxpayer money, they're short staffed or they fear they can't get a conviction -- who knows.
