You don't need physical evidence or witnesses to effectively prosecute sex crimes. You need the courtroom skills to get through to a jury that he, she or the child is telling the truth. How hard is it to prove a case "beyond a reasonable doubt" when a child or an adult has been sexually assaulted? If you're not capable of doing that, you shouldn't be prosecuting anyone. A lot of retailers do tell their employees not to get involved. Let loss prevention handle it, and call the police. Liability. If someone is injured, it's not worth getting sued for millions over a small dollar amount. They work shoplifting into profit and loss - the cost of doing business.
