Todd Gloria gets hand slapped
It's even worse than people know: [Video from the FPPC meeting][1] (beginning at the 1:53:00 mark) on November 21, 2019, states that 90% of the money Gloria raised is ineligible for transfer to his mayoral campaign. But, as you reveal, he has spent [more than 10% of that money][2] to support organizations that are in turn donating to his mayoral campaign and candidates who have endorsed him. Although partly in response to Geranium, this is too important to bury in a reply. According to recent disclosure filings [179146457][1] and [179289497][2], Circulate not only lobbies the City to promote its anti-democratic and class-warfare agenda: they've been paid by Chris Ward and Scott Sherman with taxpayer dollars for unspecified "contract services," as well as by the Sustainability Department and San Diego Police. This is how corrupt we have become: the powers that be believe graft is excused so long as it's reported, and [paid endorsements][3] okay if they are shameless. San Diego political ethics fines down in 2018, but why?
Don't be too sure about the integrity or the transparency of the FPPC either. In 2017, I provided direct evidence in a sworn affidavit of failure by a powerful elected state official to report a gift worth $500 on any [California Form 700][1], the FPPC's own document for periodic Statement of Economic Interests disclosure. After only a week, and with no followup for further information, I received a rote letter by email stating that, "After review, staff found that the complaint contains insufficient evidence of a violation of the Political Reform Act. We will, therefore, not pursue the matter further"—*which the FPPC copied to that official*. Yet this and other [sworn complaints don't appear][2] in their case files if the FPPC never opens an investigation: there's no process for appeal, whistleblowers are exposed anyhow, and there's no way to find out what isn't being done. Given the simple matter of fact involved in my allegation, I have to believe that improper influence was exerted. And considering the size of California, the fewness of how many cases the FPPC does report begs the question of how many more complaints are closed before they're officially opened. San Diego city council members have distinct goals for city money
Of concern to those in Hillcrest should be Chris Ward's ask of $1 million in taxpayer money to benefit a handful of private landowners, to subsidize a "[Gateway Specific Plan][1]" of exceptions from the new Uptown Community Plan. This also would be at the cost of the long-proposed [Hillcrest Historic District][2]. While communities got a short reprieve with the [failure of SB 827][1] in the last legislative session, the developers and their shills continue trying to remove the last of protections and local input. The new version, [SB 50][2], softens some of the original wording, but would still give away what's left of the store. Which is why "charities" funded by the developers are hard at work, [illegally lobbying][3] legislators in Sacramento, and [recruiting ringers][4] to [run for election][5] to local community planning groups. Hillcrest DMV plan makes friends of enemies
> “The Promenade is not a park,” Nicholls explains. “The Promenade is paid for with mostly transportation money....The core elements of the promenade — pedestrian mall, bike lane, parking area — are all dictated by the funding sources for the project...” The [Uptown Community Plans][1] for the past 30+ years have called for the Normal Street median to be turned into an actual City park, not a custom-designed drive-in theater for use by the Farmers Market for five hours once a week. The "funding sources" are **all** public money. So why is the tail allowed to wag the dog for the financial benefit of a private corporation — especially one that is not putting in any money of its own?
