Police made 45 arrests and issued 44 citations. The case highlighted in the bulletin involved the Sept. 6 theft of a cellphone at Starbucks, 5020 Baltimore Dr. At 2:45 p.m., the suspect ran up to the victim’s table located on the outside patio and stole the victim’s cell phone. The suspect then ran back to a car that was waiting on Baltimore and fled the area. For more info, go to

**Direct From Germany to La Mesa's Oktoberfest:** At the Sept. 10 La Mesa City Council meeting, Chamber of Commerce president Mary England announced that the Rockenhausen German Brass Band will perform Saturday, Oct. 5. The 82-member band from Germany added La Mesa to their tour schedule. While 33 members perform from 11 a.m. to 12:30 p.m., the others will experience a La Mesa Oktberfest. **Behind the Scenes at the La Mesa Oktoberfest:** Last month, I talked to Mary England, La Mesa Chamber of Commerce CEO, about the Okotberfest, that will be held October 4-6. Oktobefest is considered a 24-hour event, and set-up starts Thursday night for the event that begins at 11 a.m. on Friday, October 4. Staffing included 34 members of SDSU's ROTC last year. ROTC members will again help with set-up that includes placing K-rail barriers on streets. Their hours are tracked and wages are paid to the Raptor Club, ROTC's fundraising organization. ROTC members will also provide traffic control during Oktoberfest. There are also volunteers at the event. Mary's Team consists of six to eight high-school and college students and recent graduates who follow England and "do anything we need." Tasks for the crew whose parents are chamber members range from bussing tables to taking toilet paper to the Fourth Street port-a-potty." In addition, 177 volunteers from organizations and businesses will work in the beer garden.

**Comment Early at the La Mesa City Council Meeting:** Last month, the council voted to move the public comment portion of the meeting to an earlier position on the agenda. That change starts with the meeting on Tuesday, Sept. 10. Public comments will be heard after the council discusses additions or deletions to the agenda. During the public comment, people can talk about any topic not on the agenda. However, the council won't be able to discuss or take action on those items. The council meeting starts at 4 p.m. Here's the link for the agenda:

**Reward Raised to $90,000 for I-8 Shooting Fatality:** The La Mesa Police Department and the parents of Xusha Brown, Jr. are again asking for information about the May 5 shooting of the 22-year-old Brown. He was a passenger in a car traveling east on 8 near the 125. Another vehicle pulled up and a passenger fired several shots at Brown and the driver, Malcolm Hune. The driver survived; Brown didn't. LMPD detectives believe people in other cars saw the shooting and could provide information that would lead to an arrest and conviction of the gunman. Brown was a member of the Sycuan Band of the Kumeyaay Nation. The band raised the amount of reward money by $40,000, bringing the total offered to $90,000. For more info, call 619-667-1400 or go to

Officers focused on violations considered to be hazardous, and were committed by both pedestrians and drivers. Fifty-two citations were issued to pedestrians and drivers. Officers gave citations for hazardous, accident-causing violations. Two bicyclists were cited, and one driver was arrested for driving under the influence of alcohol.

**Bringing Green to the Table at the Sept. 7 "Sustain La Mesa" Environmental Festival:** “Bringing Green to the Table” is the theme that highlights the translation of the city name. “La Mesa” is Spanish for “The Table.” The free festival is scheduled from 10 a.m. to 3 p.m. at Harry Griffen Park, 9550 Milden St. Participants can listen to live music and expert speakers. Attendees can explore the interactive booths and exhibits related to topics such as energy and transportation, horticulture and habitat, water, and recycling. Innovative technologies, including the newest electric cars and the latest in sustainable building materials will be on display. An EDCO recycling zone for hard-to-recycle materials and the County Office of Education’s Splash Science Mobile Lab will also be featured. There's a kids zone, and family entertainment includes face painting by the San Diego Clown Conspiracy and environmental crafts. The festival finale is a butterfly release.

**Labor Day Reminder from LMPD:** During the Labor Day weekend celebration (Aug. 31 through Sept. 2), the La Mesa Police Department’s Traffic Unit will participate in extra DUI enforcement. "We will have several extra officers out on patrol to aggressively look for potentially impaired and distracted drivers," according to the LMPD weekly bulletin. "We urge the public to seek alternatives like using a designated driver, public transportation, taxis, etc. Please have a safe Labor Day weekend!"

Mary's Team consists of six to eight high-school and college students and recent graduates who follow England and "do anything we need." Tasks for the crew whose parents are chamber members range from bussing tables to taking toilet paper to the Fourth Street port-a-potty." In addition, 177 volunteers from organizations and businesses will work in the beer garden.— September 10, 2013 9:21 a.m.
