The article says: "Similar provisions elsewhere were struck down by the U.S. Supreme Court, and the city of San Diego removed them from its code for initiatives and referenda, but kept them on the books for recalls, according to Deputy District Attorney Sharon Spivak." Which I don't understand. If you can't legally vote on a recall or initiative, or sign the petition if you're not a legal voter, how can you be allowed to collect signatures? Even setting the politics of the recall aside, it seems this law (or lack of one) could lead to a lot of abuses.— August 18, 2013 4:15 p.m.

I just read that Goldsmith is saying that the law that requires signature gatherers to be registered to vote in the city of San Diego will not be enforced: http://www.kpbs.org/news/2013/aug/17/sd-filner/ How is that legal?
