Secret slacker ethics
Government conducted in the shadows is how most, if not all career politicians, prefer to practice their art. If the light of truth cannot expose you, then no one will know of your deals, concessions, highly questionable practices or, dare I say it, worse. Excuses such as "but this is how business gets started", or "I'm working in or for the public interests" are complete and utter fabrications. Those who hold power rarely share it willingly without strings attached. Those who want power are easily corrupted by its seductiveness, perpetuating it generationally among office holders. Daylight is the disenfectant of government abuse and corruption. It must shine in and on every city department, board, commission, legislative, but especially executive offices. These private communications by members of the very Commision used to keep government operations ethical are extremely troubling and warrants further independent investigation.— March 1, 2017 8:37 a.m.
Police chief doesn't bite on traffic-stop study
Regarding the study itself, there are literally hundreds of variables involved with a law enforcement contact. Many can and do lead to searches, arrests, or in many cases nothing at all. These intrinsic variable are not captured in a traffic stop study and difficult for the most seasoned of officers to put intelligently and thoroughly into words. Some may call it a feeling, others a sixth sense. In ANY case an arrest, itself, is not proof of guilt let alone a conviction. That happens in a Court of Law where Constitutional safeguards are thoroughly exercised and administered by learned judges. Furthermore, before even getting to court, our criminal justice system dismisses many complaints because prosecutors determine the likelihood of a successful conviction. When it is TOO LOW for a cornucopia of reasons, cases end right there. Another reason is the politics of reelection for a sitting District Attorney. It affects every criminal case: if the conviction rate falls to low, the chances of reelection falls with it. And we all know the first duty of any politician is reelection. Finally our current "politically correct" environment is a distraction just like these inane studies. Chief Zimmerman, and the majority of the Council is correct to NOT react with haste. Sadly, law enforcement typically catches the less sophisticated criminals. Attempts to shackle officers further from doing there sworn duty only leads to more criminal behaviors and more crimes being perpetrated on citizens.— February 28, 2017 9:19 a.m.

I would agree with that statement when the money being spent specifically benefits the millionaire or billionaire. The obvious San Diego analog is Dean Spanos and the Chargers. Whew, we dodged several bullets on that fiasco. But this garage seems to be about legacy, not profit or wealth building. But for either reason, the cost of this project to the taxpayers isn't something we can afford right now. This is especially true considering the backlog of vital infrastructure repairs on the city's ledger. When considering future generations of San Diegans and park patrons, it's wise to factor in the financial debt your saddling them with too. Let's get our fiscal house in the black, and with new smooth black topped roads, before we try drowning our children and grandkids with more and more red ink.— February 23, 2017 10:31 a.m.
C Street downtown and in Golden Hill crumble
The Mayor speaks out of both sides of his mouth, just like most politicians. He favors spending $50 million on a vanity project for Billionaire Irwin Jacobs' Balboa Park garage. Worse, knowing we don't have the money, he wants to finance it by using scam called lease revenue bonds. If BILLIONAIRE Irwin Jacobs really wants the garage AND supports the City's Balboa Park, he should just pay for this vanity project himself. Isn't $50 million to Jacobs like $.50 cent to middle class folk like me? I'm surprised, if this project is SO important to San Diego Billionaire Irwin Jacobs, why doesn't he just gift it to the City. There probably is a tax advantage for Jacobs in there too. My views on this has changed over time. Large areas of asphalt, such as surface parking lots, are scars on the beauty of the park. The potential of a hidden parking garage, IF DONE CORRECTLY, can improve the overall experience of the park. But, San Diego can not afford this project while the rest of the city's infrastructure crumbles, falling further into disrepair. Our roads are third world disasters, many of our city building are dilapidated, many miles of sidewalks are cracked, uprooted, or worse, nonexistent. And our sewer and storm water systems are collapsing under the strain of capacity. Our Mayor has promised infrastructure repair as a priority. He has done some, BUT THE BACKLOG OF REAIRS has not only grown during his tenure it's getting worse. Taking on MORE DEBT for Jacobs' vanity project while the city is so far behind in pubic infasture needs is more than foolish.
