Sadly, the city has a Risk Management department that makes those kind of analysis. But then so do most major corporations, who produce products where lives can be lost, have those same analysts. I agree, SDPD's Traffic Division, especially those who investigate serious injury and fatal collisions are top notch people. I disagree with Jacob's argument above; to paraphrase it, those who smoke pot a lot, or often, are not affected or affected less. You haven't got a clue about how you're really affected. Your central nervous system is impaired dramatically by the consumption of alcohol, the inspiration of marijuana, or the consumption of prescribed medications. The impairment, however slight, affects your ability to effectively control at ton or more of steel and traveling down the roadway. It also alters the perception of light, slows reaction times and reduces rational thought. Judgement is impaired. Jacob also suggest distraction. We have no evidence whatsoever of distraction. However, there is a prior history of impairment and driving under the influence. Three lives, two being innocent ones, destroyed by the selfish act, by a person with a history of driving under the influence. To keep us safe, she needs to go to prison for a VERY long time AND never be allowed to operate a motor vehicle again. Sadly, people like this typically carry minimum liability policies because the cost of insurance skyrockets for those who have convictions for DUI. That leaves plaintiff's attorneys looking for a deep pocket. They zero in on the city, and taxpayers. They are easy targets. You know this all could be cleared up quickly. The Reader, or should I say Dorian, the author of this piece, could just get the IRS 990 form for this "non-profit". But here's a clue as to the this groups reputableness; from its own website, About Legal Page, the very first sentence under disclaimers reads... "Disclaimers Miss Middle East Beauty Pageant USA does not guarantee the accuracy of any content on this website or any websites linked to by this website." When this is the first statement in a disclaimer ....hold on to your wallet. Heck, even it website claims its address, 1620 Cliffdale Rd is in San Diego when it's really El Cajon. But they left off the zipcode of 92020, a dead giveaway. Guess that's why the disclaimer statement is there.— June 7, 2017 9:11 a.m.
Water wars likely to add to rising customer costs
The "crud" as you call it, is a layer that protects us. As to the "chemicals", there are many that protect us. It's also the absence these protective chemicals that leads to problems with "older" pipes. Fortunately all are all regulated by the E.P.A. and federal statutes. In addition, testing of our water supply occurs on a routine basis in regulated labs. With all that said, if you still have doubts, then may I suggest you do as the poeple of Flint, Michigan did. They became citizen scientists, collecting their own water samples and got them tested by an independent in another state. They discovered the deception perpetrated on them by their own water department with the highest levels of lead contamination in modern history. Ginger, are you really that naïve? While so-called non profits do have volunteers working them, they also have others who call the shots running the show. They skim off huge fees/wages for themselves right off the top, thus making it a "non-profit". While these entities always claim to benefit a community, project, or charity what the really do is enrich the organizer who runs it.— June 6, 2017 9:04 a.m.

Wait! I'm confused by this story. The last paragraph, while poorly written, indicates the case against the County was dismissed with prejudice. Yet the last sentence states there was a settlement. So this story is really about tactical decisions made by the County Counsel to settle the case out-of-court rather than going to trial and letting a jury decide the matter. While a majority of this story paints the incident in a negative light we'll never get the whole story. In my opinion, now that the case has been dismissed, with prejudice. **The Reader** could serve its readers by doing a deep dive into the details. What I mean is the thinking and tactic by the Deputies, and the reasoning by the County Counsel to avoid going to trial. While the latter typically has to do with what a jury "might or could" award and I suppose Counsel believes they are looking out for the taxpayer's interest, maybe it's time these cases were tried in public court to expose the behaviors and actions of all the parties involved.— May 28, 2017 8:54 a.m.

A toothless government tiger issues a civil ordering barring this guy from the "securities industry". Ooooooo ahhhhhh....all is true and right in the World of Finance. What really needs to be done is a permanent brand on this and other a..holes foreheads so everyone who may have future contact knows he's a fraudster who will prey on anyone. We should give him a scarlett $. Nothing, especially an "order" from the Securities and Exchange Commision, will stop "Mr. Lee" from perpetrating his frauds in the future. More than likely he'll just change his name to Lee James, then, after ruining more lives, he will say "they" got his name wrong. Visduh: While I generally agree with your point of view on this matter, you left out that Zimmerman and Faulconer are more than employees of the City, they are close personal friends. Whether it's Faulconer and Zimmerman regularly jogging together, or her babysitting his kids, there's no way Zimmerman is leaving before the end of her Deferred Retirement Option Program, or DROP contract, which ends in about 11 months. But what could be worse for the Department? Well, it highly likely that her personal friend and Mayor, Kevin Faulconer, will appoint Zimmerman as his new "Law Enforcement Laision" after she is forced to retire. When, not if, this happens, whoever is selected as the new Chief, will report to her. This of course means she'll be the new Chief's boss and it's really doubtful anything at all will improve at SDPD or for the citizens they serve. This kind of corruption and institutional collusion between close personal friends is why SDPD's reputation has fallen. Once, considered the leader *of innovative policing*, SDPD has become a mediocre agency, with little, if anything to offer under its current Chief. SDPD needs new blood, and real leadership, not friendship nepotism. Brouhaha or foofaraw at San Diego Junior Theatre?
Sometimes withholding money is the only way to clean house IF that's what is needed. Isn't this what happened at the SD Opera? i.e. There was a need to clean house of those who used it to profit for themselves, rather than as a benefit to community culture. While we are not sure about what's happening at SDJT, the bottom line is making sure the children are safe in their surroundings is paramount. However, if this is merely a power struggle between adults, whose egos are clouding their judgement, then cleaning house of any and all sides may be the only way to save the program. Sadly, it's usually the adults who damage these programs, and typically over power and control issues.— May 1, 2017 1:42 p.m.
