Annie, your suggestion about down sizing and using the County has many around here very nervous. Karl Bradley who is highly respected could easily take over Tom's department and it would make the employees very happy. Things have changed around here with the new board and the tides have shifted. Departments like finance and facilities are rattled now that questions are being asked. Purchasing is an area that needs to be looked at too. The same Tom Glover McCann referenced in his SUHSD departure speech; the Glover brother he wanted to name as Gandara's replacement? Tom would bring to the city council what he has brought to the Chief Compliance position, nothing. Ed gave him his new position for the same reason he gave many others theirs because they played the SUHSD game and kept their mouths shut.
