City to pay for public-records case fumble
We keep seeing problems with municipal compliance with Public Records Act requests, but the worst problem is what we're *not* seeing. Sukumar prevailed in this case only because he *knew* what he was looking for—those "additional emails and photographs" which he was already aware existed—still had not been produced. The rest of us have to take the word of whomever gets handed the hot potato that they'll give you all there is; and as this case shows, not even filing a lawsuit guarantees they will. So the issue is that we are forced to rely on the "good faith efforts" of those being investigated to comply with requests. Instead, we should have an independent office, like that of the city auditor, with no other duty except to ensure full responsiveness.— August 17, 2017 10:15 a.m.

This level of city aggression in code and other ex post facto enforcement only occurs for two reasons: the person pissed off the wrong people, or they have something that someone powerful wants. While it sounds like there's a little bit of the former with Collins, one look at the map and the tell-tale phrase, "[place] the property up for sale at an asking price 'not more than two percent above comparable properties within eight miles'," is a dead giveaway that some developer expects this as a reward for his political contributions. I couldn't agree more with Visduh. Even though I supported both measures, it's tactics like these that corrupt the democratic process and undermine faith in the system, and the punishment should fit those crimes. And what's so puzzling is why was cheating even necessary? [Measure K][1] had the mayor and a few councilmembers submit arguments against it, and [Measure L][2] had no arguments against it at all; and both were popular enough to be approved as overwhelmingly as they were without this fixing. Hope everyone involved realizes how needlessly they (further) ruined their own credibility and tainted valuable legislation.
